Dangerous to very dangerous buildings dot the landscape in KDMC, TMC, BNCMC region

The most frequent reason given for not to vacate the most dangerous building by tenants because of disputes between owners and tenants. Tenants think that if they vacate the buildings, the owners will get complete possession in their hand.

Bhiwandi: The recent collapse of the Jilani building in Bhiwandi in Thane district has once again brought into sharp focus the number of old, dilapidated and very dangerous buildings not just in Bhiwandi-Nizampur, but in other municipal corporations of Thane and Kalyan-Dombivali.

As many as 202 buildings in the Thane city have been declared as dangerous and very dangerous by the Thane Municipal Corporation (TMC) informed by an official from TMC on Friday. 

In the wake of the recent building collapse at Bhiwandi Jilani building, the Thane civic body has classified 79 buildings under the C1 category, which means they are in a very dangerous condition. Of these (79), 90 percent of buildings have been vacated so far while ten persons would be a court order. A total of 123 buildings in the Thane city are classified C2 (A), meaning they require major structural repairs and are in a dangerous condition. The civic body has classified 1,989 buildings as C3 or needing minor repairs.

According to Sandeep Malvi, PRO of TMC while speaking to thenews21, “During the surveyed of dangerous and extremely dangerous buildings across the nine wards of Thane city. They found a total of 202 building in the city. Out of 202 buildings, 79 building structures were most (extremely) dangerous while 123 building structures were dangerous”.  

As per information of civic body, out of 202,  38 building structure is most dangerous while 14 was only dangerous in Naupada-Kopari ward, one building structure is most dangerous while none of a building in a dangerous condition in Wagale estate ward, Six buildings structures were most dangerous while 14 dangerous building in Lokmanyanagar ward, nine-building were most dangerous while six-building dangerous in Vartaknagar, not one building of them has been declared as most dangerous while two building were declared as dangerous in Majiwada-Manpada, seven-building were most dangerous, while 10 buildings were declared only dangerous in Uthalsar, three-building were most dangerous while nine just dangerous in Kalwa, 14 building were most dangerous while 60 building dangerous in Mumbra and one building was most dangerous while eight-building dangerous in Diva.

In Kalyan:

As many as 471 buildings in the Kalyan city declared dilapidated (dangerous) and considered very dangerous by the Kalyan-Dombivli Municipal Corporation (KDMC)_ informed by an official from KDMC.

Additional Municipal Commissioner, Sunil Pawar, Kalyan Dombivli Municipal Corporation (KDMC) said, “We had surveyed the dangerous and extremely dangerous building before the lockdown. It was found out that a total of 471 buildings came under the two categories. Thereafter, the civic authorities have issued the list of dangerous and very dangerous buildings. Out of 471 buildings, 284 buildings structures declared dangerous and 187 most dangerous buildings structures. Out of 187 most dangerous building, 20 building were evacuated earlier including five were demolished and remains residents stay in these buildings “.  

As per the civic official, the reasons for a delay in structural audits include disputes between owners and tenants. “Nobody wants to shell out money. The owner wants tenants to come forward and vice-versa. 

If the buildings are older than 30 years in the city and the corporation has sent notices to these kinds If building under section 353 (B) of the MMC Act to conduct structural audits. The notice states that if the building is more than 30 years old, it is the responsibility of the owner to carry out structural audits. Buildings are classified based on a two-step inspection process by the civic body’s engineers and a structural audit report. The engineers look for cracks in the columns and beams, condition of the concrete and slabs or foundation settlement. Diagonal cracks are considered most dangerous to the structural integrity of a building.

“A civic body’s efforts to get these unsafe buildings demolished and prevent further deaths from building collapses have been stymied by the refusal of the inhabitants to vacate them. We disconnected water supply to such buildings in our efforts to get them vacated, added Pawar.

In Bhiwandi:

BNCMC had conducted a pre-monsoon survey of the dangerous and extremely dangerous building. They found out that a total of 107 buildings came under the two categories. Thereafter, the civic authorities have issued the list of dangerous and very dangerous buildings. Out of 107 buildings, 102 have already been evacuated while there is a court stay order in regards to five buildings.

“Out of 107 buildings, 25 come under the dangerous buildings category which are dilapidated structures and are going to be demolished while 82 buildings are in the list of very dangerous buildings. Out of the 82 buildings, 77 buildings have been issued notices to carry out major repair works, while the remaining five buildings have obtained court stay order” Said an official of BNCMC.

A portion of the ill-fated ground plus three storied Jilani apartments in Bhiwandi came crashing down in which the death toll in the mishap is now 38 dead that includes 17 children, while 25 people sustained injuries on September 21.

In August 2016, there were two sorrowful Sunday’s in Bhiwandi. On August 8, Mahadev Gupta building collapsed killing eight people while several others were injured. On August 1, 2016, another Kabir Sheth building collapsed killing eight people and left 22 injured.- By Narendra Gupta
