New Delhi: The Supreme Court of India has directed the Central Bureau of Investigation (CBI) to probe the Karur stampede that occurred on September 27, claiming 41 lives and leaving hundreds injured. The court’s decision follows a plea by actor-turned-politician Vijay’s Tamilaga Vettri Kazhagam (TVK), which sought a court-monitored investigation into the tragedy.
A two-judge bench, comprising Justices JK Maheshwari and NV Anjaria, also established a three-member committee to supervise the CBI probe. The committee will be chaired by Justice Ajay Rastogi and will include two IPS officers from outside Tamil Nadu, ensuring impartiality in the investigation.
The Supreme Court emphasized the gravity of the matter, stating, “Looking at the facts, the issue has a bearing on the fundamental rights of the citizens. The directions are to hand over the investigation to the CBI. In order to allay the concern of parties, we propose to set up a three-member committee.”
Under the court’s directions, the CBI is required to submit monthly progress reports to the committee. The committee is empowered to monitor the investigation, inquire into any matter incidental to the stampede, and devise its own procedures in line with judicial oversight. The apex court also granted the liberty to approach it if necessary at any stage.
Earlier, TVK had approached the Madras High Court seeking a Special Investigation Team (SIT) probe, which was later rejected. Subsequently, the matter was escalated to the Supreme Court, calling for a CBI-led independent investigation.
The Supreme Court also criticized the Madras High Court for issuing “two seemingly conflicting orders”, questioning the procedural lapse where a single bench in Chennai acted while the division bench in Madurai was already considering the matter. The apex court remarked, “In my experience of over 15 years as a judge, a single bench holds back if the division bench has taken cognizance.”
