Mumbai: In a significant development for animal lovers and Jain communities in Mumbai, Chief Minister Devendra Fadnavis on Tuesday intervened in the ongoing row over pigeon feeding at city kabutarkhanas. Fadnavis emphasized that an abrupt ban on pigeon feeding is not advisable and directed the Brihanmumbai Municipal Corporation (BMC) to ensure regulated feeding practices until a more permanent solution is implemented.
Chairing a key meeting on the matter, the Chief Minister acknowledged the concerns raised by animal rights activists and political leaders, including Ghatkopar MLA Parag Shah, over the recent crackdown on kabutarkhanas. Many had appealed to the CM after reports emerged of pigeons dying due to starvation following the ban.
Highlighting the balance between public health and environmental preservation, Fadnavis stated, “Saving the lives of pigeons, protecting the environment, and securing citizens’ health – all three are important. Until an alternative system is in place, the BMC should continue a regulated and controlled supply of food to the pigeons.”
He further added that any decision regarding kabutarkhanas must be guided by compassion and supported with scientific evidence. “There is no conclusive scientific proof that feeding pigeons leads to serious lung infections,” pointed out activist Sneha Visaria during the discussions.
The Chief Minister proposed a formal policy that would define where and when pigeon feeding is permissible in a hygienic and regulated manner. He also called for a detailed scientific study, involving expert consultation, on the impact of pigeon waste on public health and ways to manage and dispose of it efficiently.
Additionally, Fadnavis said he had consulted former Union Minister Maneka Gandhi regarding the issue and acknowledged that a writ petition on kabutarkhanas is currently under consideration in the Bombay High Court. If required, the state is also open to taking the matter to the Supreme Court.
He urged the BMC to explore the establishment of dedicated aviaries across the city to ensure safe and sanitary feeding practices and long-term solutions for bird welfare.
Meanwhile, the BMC reported that between July 13 and August 3, action was taken against 142 people for feeding pigeons in restricted areas, with fines totaling ₹68,700 collected. The highest number of violations – 51 cases – were recorded at the Dadar Kabutarkhana, which has now been partially sealed with plastic sheets.
