WPC submit its suggestions and objections on draft social security rules of Maha Govt

Mumbai: The Working People’s Charter (WPC), a national network of trade unions, has on Tuesday red-flagged several contents of the draft Social Security Rules (SSR) published by Government of Maharashtra. The WPC has cited lack of clarity in the rules and demanded more pro-worker rules.
The WPC, in its submission has highlighted the lack of clarity in draft rules on many fronts including timeline to set up the Social Security Board (SSB), appointments and representation of workers bodies to the Social Security Board (SSB); exemption of employers’ contribution to the board, workers data privacy, setting up of mandatory workers facilitation centres and helpline for unorganized sector workers.
Given that the states do not enjoy much power in the Social Security Codes (SSC) 2020 but labour being in the concurrent list, the WPC has also demanded while reminding that Maharashtra lead in pro-labour laws, that Maharashtra should formulate its own Social Security Laws (SSL) to protect the labour in the unorganized sector in the state.
In addition to this, the WPC has also demanded a wider consultation (physical) on an issue as important and complex as social security of unorganized sector workers.
As a first step towards implementation of the Central Social Security Codes (CSSC), Government of Maharashtra has invited suggestions and objections from the public on its draft Social Security Rules (SSR) in order to implement the Central Social Security Codes (CSSC) 2020.
Following an internal consultation, the Working People’s Charter (WPC) – a national network of trade unions, experts, academicians, researchers and like-minded persons-has submitted its suggestions and objections to the draft rule before the Maharashtra Labour Commissioner on Tuesday.
