In a significant move, Uttarakhand has implemented a Uniform Civil Code (UCC), making it mandatory for live-in couples to register themselves with district officials. The UCC Bill stipulates that couples below 21 years of age must obtain parental consent for registration. Failure to register within one month of living together can result in a jail term of three to six months, a fine of ₹25,000, or both.

Registering for a live-in relationship involves submitting a statement of the couple’s living situation to the nearest registrar, who will conduct a summary inquiry to verify the information provided. During the inquiry, the registrar may summon the partners for further verification. Within 30 days of submitting the statement, the registrar will either issue a registration certificate or provide written reasons for refusal.

However, live-in relationships will not be registered if they contravene public morality, if one partner is already married or in another relationship, if one partner is a minor, or if consent to cohabit was obtained by force or fraud.

The UCC Bill, crafted by a panel comprising retired justice Pramod Kohli, social activist Manu Gaur, former Uttarakhand Chief Secretary Shatrughan Singh, and Doon University Vice Chancellor Surekha Dangwal, spans over 740 pages across four volumes. The draft report was meticulously prepared based on extensive public feedback, including written and online submissions, public forums, and outreach programs involving over 60,000 individuals.

Uttarakhand Chief Minister Dhami emphasized that the UCC Bill reflects the outcomes of robust public dialogue, deliberation, and suggestions. Among its recommendations, the bill advocates for a complete ban on polygamy and child marriage, aligning with contemporary societal norms and values.
