Red Fort Attack Case: UN Report Names JeM, Flags New Women-Only Terror Wing

Delhi: A United Nations sanctions monitoring panel has cited Pakistan-based militant outfit Jaish-e-Mohammed (JeM) in connection with the deadly attack at Delhi’s Red Fort that left 15 people dead. The reference appears in a recent report submitted to the UN Security Council, which examines the activities of sanctioned extremist organisations.

According to the document, a member state informed the panel that JeM had claimed responsibility for multiple attacks, including the November 9 assault on the historic monument in the national capital. The incident had triggered widespread security alerts and intensified diplomatic exchanges over cross-border militancy.

The report also draws attention to structural changes within the group. It highlights an announcement made by JeM chief Masood Azhar in October 2025 regarding the formation of a women-only unit named Jamaat ul-Muminat. The panel noted that while the new entity is not separately designated under UN sanctions, it operates within JeM’s broader organisational framework.

Security analysts referenced in the report suggest that the inclusion of a women’s wing may represent a tactical shift. The move is seen as part of a broader effort to expand logistical support, enhance outreach and adapt recruitment methods amid increasing international scrutiny.

The monitoring team further raised concerns about alleged recruitment efforts beyond South Asia, including possible linkages in parts of Central Asia. Such outreach, if confirmed, would signal attempts to widen the group’s influence and operational base.

In a separate development, the report mentioned that three individuals suspected of involvement in another militant strike in Pahalgam, Jammu and Kashmir, were killed during security operations in July. The update reflects ongoing counter-terror efforts in the region.
