New Delhi: India delivered a scathing rebuke to Pakistan at the World Health Organization (WHO) headquarters in Geneva, reaffirming its zero-tolerance policy on terrorism and calling out Islamabad for sheltering extremist groups. Exercising India’s right of reply, senior Indian diplomat Anupama Singh hit back at Pakistan’s allegations by declaring, “Pakistan breeds terrorism, cannot masquerade as its victim.”
Singh’s sharp remarks came during a session at the WHO, where Pakistan attempted to raise issues unrelated to global health. Addressing the gathering, she said, “Let us not forget that the sponsors and organisers of terrorism operate from Pakistani soil. In response, India launched Operation Sindoor — precise, proportionate, and focused on the infrastructure of terror inside Pakistan.”
She clarified that Operation Sindoor, which involved targeted military strikes on May 7, was carried out with “utmost restraint.” She added, “We took measures to ensure their civilians are neither targeted nor harmed. Rather, only the Pakistan-trained terrorists and their well-known hideouts.”
Responding to Islamabad’s repeated references to the Indus Waters Treaty, Singh accused Pakistan of misrepresenting facts: “Pakistan also continues its false narrative regarding the Indus Waters Treaty, trying to obfuscate the issue.”

Anupama Singh is a seasoned officer in the Indian Foreign Service, with over nine years of diplomatic experience. Before joining the civil services, she worked with KPMG between 2012 and 2014 as a Senior Consultant. A tech and finance expert, Singh holds a B.Tech in Computer Science from Maulana Azad National Institute of Technology and an MBA in Finance from FMS, Delhi University. She also completed the CFA program (2008–2011), with a focus on corporate finance and valuation. Her civil service training was completed at the Lal Bahadur Shastri National Academy of Administration in 2014.

Singh’s fiery rebuttal comes as part of a broader diplomatic push following Operation Sindoor, India’s high-precision strike on terror camps in Pakistan and PoK in retaliation for the April 22 Pahalgam terror attack that claimed 26 civilian lives.
As part of its global engagement, multi-party delegations from India have begun reaching out to key international allies to present evidence of Pakistan’s state-sponsored terrorism.
Among the teams dispatched, JD(U) MP Sanjay Jha is leading a delegation to Japan, South Korea, Malaysia, Indonesia, and Singapore, while Shiv Sena MP Dr. Shrikant Shinde is visiting the United Arab Emirates (UAE).
In a statement, the Ministry of External Affairs (MEA) reiterated India’s stand: “Zero tolerance against terrorism.” The outreach aims to build global consensus around India’s right to defend itself and expose Pakistan’s long-standing role in nurturing extremist networks.
