Patna: High-voltage drama shook the Bihar Assembly on Tuesday after opposition members accused the government of ordering a baton charge on protesting village chowkidars and running what they called a “bandook-goli sarkar” (government of guns and bullets). Chief Minister Nitish Kumar reacted sharply to the charge, triggering loud protests and slogan shouting inside the House.
The uproar began during the morning session when Rashtriya Janata Dal (RJD) MLAs raised allegations that police used force against chowkidars who had gathered in Patna demanding an increase in their monthly honorarium.
Chowkidar Protest Sparks Row
According to opposition leaders, village chowkidars — who work under the Home Department at the grassroots level — were staging a protest seeking a hike in their honorarium, which is currently around ₹5,000 per month. They claimed that police resorted to a baton charge to disperse the gathering.
However, no official written confirmation of a baton charge had been immediately tabled in the House at the time of the debate. Sources in the Bihar Police indicated that officers acted to control the crowd after permission norms were allegedly violated, but did not publicly confirm excessive force. The Home Department has yet to release a detailed statement clarifying whether a formal inquiry will be conducted.
Opposition MLAs insisted that chowkidars serve the administration and should not be treated “like criminals.”
Nitish Kumar’s Response in the House
As RJD members raised slogans accusing the government of ruling through fear, Chief Minister Nitish Kumar stood up and strongly denied the allegations. He accused the opposition of spreading misinformation and attempting to create unnecessary panic.
During the heated exchange, he made a verbal slip while referring to the strength of the ruling alliance, saying “two thousand and two” instead of 202 — drawing brief reactions from the opposition benches.
The Chief Minister maintained that law and order in Bihar had significantly improved compared to earlier administrations and said his government does not believe in suppressing legitimate demands.
Seat Strength and Political Jibes
The ruling National Democratic Alliance (NDA), led by Bharatiya Janata Party and including Janata Dal (United), had secured 202 out of 243 seats in the last Assembly election. The seat distribution included 74 seats won by JD(U), 74 by BJP, 19 by HAM, and 8 by VIP, giving the coalition a comfortable majority.
Nitish Kumar used this majority figure to counter opposition attacks and reminded the House of the reduced strength of Rashtriya Janata Dal in the Assembly.
RJD leaders, however, argued that numbers do not justify “high-handedness” and demanded accountability.
Government Assurance and Restoration of Order
As chaos intensified and opposition MLAs entered the well of the House, Parliamentary Affairs Minister Vijay Kumar Chaudhary intervened. He assured members that representatives of the chowkidar associations would be invited for dialogue and their demands would be examined sympathetically.
This assurance helped restore order, and proceedings resumed after repeated appeals from the Speaker.
RJD MLA Kumar Sarvajeet questioned the treatment of the protesting chowkidars, claiming they were linked to the Home Department and should not have faced police action.
As tensions escalated, several RJD legislators began raising slogans inside the House, alleging that the state government was functioning through intimidation. The repeated chants accusing the regime of using “guns and bullets” visibly angered the Chief Minister.
Nitish Kumar Fires Back
Nitish Kumar stood up from his seat and sharply responded to the opposition. In the middle of the exchange, he made a verbal slip while referring to the strength of the ruling alliance, saying, “Our strength is two thousand and two,” apparently meaning 202 — the number of seats won by the NDA coalition in the last Assembly election.
The BJP-led NDA alliance, which includes Nitish Kumar’s JD(U), had secured 202 out of 243 seats in the previous polls, giving it a commanding majority in the House.
The Chief Minister accused the opposition of making baseless allegations and insisted that his government would continue to function smoothly. He also targeted the RJD over its reduced seat tally in the last election.
Old Alliances Resurface in Verbal Clash
The confrontation took another turn when RJD leader Bhai Virendra reminded Nitish Kumar of his past alliances with the party. In response, Kumar defended his decisions, stating that previous partnerships ended due to disagreements and governance issues.
He further attacked the RJD’s past tenure, alleging that law and order conditions were poor during their rule and asserting that the current administration had improved the situation significantly.
