Maharashtra Launches Driver Verification Drive: Marathi Test Mandatory for Auto, Taxi Permits in Pilot Crackdown

In a major regulatory push, the Maharashtra government has rolled out a large-scale verification exercise targeting auto rickshaw and taxi drivers in the Mira Bhayandar region. The pilot initiative focuses on checking the authenticity of permits and domicile certificates, while also making a Marathi language test compulsory for drivers.

Officials confirmed that over 12,000 drivers operating across Mira Road and Bhayandar are currently under review as part of this phased drive. The move is being closely monitored and is expected to set the tone for similar actions across the state.

Why the Drive Was Initiated

The crackdown follows complaints raised by BJP MLA Narendra Mehta, who flagged alleged irregularities in the issuance of transport licences and permits. The concerns were escalated to Chief Minister Devendra Fadnavis, prompting immediate action.

Transport Minister Pratap Sarnaik stated that the government is aiming to eliminate loopholes in the licensing process and ensure strict compliance with existing rules.

Marathi Language Test Now Compulsory

A key highlight of the drive is the mandatory Marathi language assessment. Drivers must demonstrate their ability to read, write, and speak Marathi through both written and oral tests.

As part of the evaluation:

  • Drivers are required to write short passages in Marathi
  • Oral communication skills are also tested
  • Failure to qualify may lead to suspension of licences or permits

The rule is based on provisions under the Maharashtra Motor Vehicles Rules, which were strengthened in 2019 to ensure drivers can communicate effectively with local commuters.

Domicile Verification Under Scanner

Authorities are also scrutinising domicile certificates, which require proof of 15 years of residence in Maharashtra. Any discrepancies in documents could result in strict action, including cancellation of permits.

Big Numbers, Bigger Impact

Mumbai and nearby suburbs have nearly 2.8 lakh auto permits and around 20,000 taxi permits, supporting close to 5 lakh drivers. Across the Mumbai Metropolitan Region, the number rises to nearly 4 lakh drivers.

Officials believe that this verification drive could significantly impact the transport ecosystem if expanded statewide.

Statewide Rollout After May 1

The pilot project will continue until Maharashtra Day (May 1), after which the Regional Transport Office (RTO) will submit a detailed report. Based on the findings, the government is likely to replicate the model across Maharashtra.

“This verification drive has been launched following MLA Narendra Mehta’s complaint. Drivers will have to undergo document checks and take the Marathi test. After the report is submitted on Maharashtra Day, the same model will be implemented across the state,” Minister Sarnaik said.
