Maharashtra Budget 2026–27: Loan Waiver, Natural Farming Push and Digital Agriculture Focus in Rural Package

Mumbai: The Maharashtra Budget 2026–27 places significant emphasis on agriculture and rural development, with Chief Minister Devendra Fadnavis announcing a farm loan waiver, expansion of digital farming platforms and several schemes aimed at improving farm income and rural infrastructure.

Presenting the Budget in the Legislative Assembly, Fadnavis announced the Punyashlok Ahilyadevi Holkar Farmer Debt Waiver Scheme, under which eligible farmers with overdue crop loans will receive a waiver of up to ₹2 lakh. The government also proposed an incentive of up to ₹50,000 for farmers who have regularly repaid their crop loans, with the aim of encouraging timely repayment and maintaining the stability of the banking system.

The Budget also outlines a broader strategy to increase agricultural productivity and strengthen the rural economy through technology and infrastructure.

The government plans to expand the use of digital platforms such as Agristack and Maha-Vistaar to provide farmers with real-time information on weather forecasts, crop advisory and market prices. According to the government, more than 30 lakh farmers are already receiving services through these digital platforms, while over 1.31 crore farmer IDs have been generated under the Agristack initiative.

In a major initiative to promote sustainable agriculture, the state government announced the Maharashtra Natural Farming Mission, which aims to bring five lakh hectares of agricultural land under natural farming over the next two years.

The Budget also proposes increased capital investment in agriculture infrastructure through the Krishi Samruddhi Yojana, which will be implemented over a four-year period from 2026–27 to 2029–30 to strengthen agricultural value chains and market access.

The government also announced measures to expand allied sectors such as animal husbandry and fisheries, which account for nearly a quarter of the state’s agricultural income.

Under the Mukhyamantri Gramin Pashudhan Udyojak Yojana, new initiatives will be taken to support livestock-based rural enterprises, while the Mukhyamantri Matsya Sampada Yojana has been approved with an annual financial implication of ₹1,240 crore to develop fisheries infrastructure and increase fish production.

Rural infrastructure development also remains a key focus in the Budget. The government announced the third phase of the Mukhyamantri Gram Sadak Yojana, under which about 23,000 kilometres of rural roads and bridges will be developed to improve connectivity in villages.

In addition, a new Mukhyamantri Baliraja Shet-Panand Raste Yojana has been approved to strengthen farm access roads and improve connectivity between farms and markets.

The Budget also highlighted progress under the Pradhan Mantri Awas Yojana-Gramin, under which more than 27 lakh houses have been approved for rural beneficiaries, with several lakh houses already completed.

To promote energy self-reliance in rural areas, the government also announced additional subsidies for installing rooftop solar systems on houses built under the rural and urban housing schemes.

The government said these initiatives are aimed at strengthening the agricultural value chain, improving rural infrastructure and ensuring sustainable income opportunities for farmers and rural communities across the state.
