Ex-Haryana MLA Dharam Singh Chhoker Arrested By ED In Rs 1,500 Crore Money Laundering Case; Over 1,500 Homebuyers Cheated

New Delhi: In a major development, the Enforcement Directorate (ED) on Monday arrested former Haryana Congress MLA Dharam Singh Chhoker from a hotel in Delhi in connection with an alleged ₹1,500 crore money laundering scam under the Deen Dayal Awas Yojana. The 61-year-old ex-legislator, who had been “absconding” for months, will be produced before a court in Gurugram later in the day.

Chhoker, who previously represented the Samalkha constituency in Panipat district, had contested the Haryana Assembly elections again last year but lost. He, along with his sons Vikas Chhoker (currently absconding) and Sikandar Chhoker (out on bail), has been accused of cheating more than 1,500 homebuyers and diverting over ₹500 crore of their investments.

The ED had earlier stated that the trio laundered the funds through their company M/s Sai Aaina Farms Pvt. Ltd. and other associated entities. Last year, the agency arrested Sikandar Chhoker, who is currently out on bail.

In March 2025, the ED’s Gurugram Zonal Office provisionally attached assets worth ₹44.55 crore belonging to the Chhokers and their companies under the Prevention of Money Laundering Act (PMLA), 2002.

“ED, Gurugram Zonal office has provisionally attached assets worth ₹44.55 crore on 26.03.2025 related to Dharam Singh Chhoker (absconding), Sikandar Chhoker (on bail), Vikas Chhoker (absconding), and their companies under the provisions of PMLA, 2002 in a case of cheating more than 1500 homebuyers & siphoning off more than ₹500 crore,” the ED said in a post on X (formerly Twitter).

The attached properties include 13 immovable assets such as agricultural land (approx. 3 acres), 2487 square meters of commercial land, and 8 residential flats spread across Delhi, Gurugram, Faridabad, and Panipat. Additionally, movable assets worth approximately ₹96 lakh—including fixed deposits and bank balances—have also been frozen.
