New Delhi: Pakistan has never kept its word, honoured the 47 Agreements/Treaties it has signed with India in the last 78 years. Pakistan has signed 2 Cease Fire Agreements (CFAs) with India – 2003 & 2021. Past historical records reveal that Pakistan on the face of it has indulged in diplomatic sweet talking with India on maintaining cordial relations, while backstabbing India with 5 major wars and 11,927 Cease Fire Violations (CFVs) in 21 years, since 2004 to 2021.
Pakistan has committed 11,927 CFVs along the International Border (IB) and Line of Control (LoC) since 2014 to 2021. There have been no CFVs after 2022, and Cease Fire agreement of 2021 was holding until April 22, when Pakistani terrorists in a dastardly, cowardly act killed 26 innocent tourists in Pahalgam, Jammu and Kashmir.
Out of 11,927 CFVs – 11,424 CFVs were committed by Pakistan from 2014 to 2021. That is roughly 141.88 per month, and that is roughly 3.94 CFVs per day.
There were 4,645 CFVs committed by Pakistan in 2020, the highest number of incidents so far. That meant there were 13 CFVs being recorded every day!
As per written replies by the Union Ministry of Home Affairs (MHA) and Union Ministry of External Affairs (MEA) in the Lok Sabha and Rajya Sabha, the number of CFVs increased dramatically since 2017.

2014 – 153 CFVs.
2015 – 152 CFVs.
2016 – 228 CFVs.
2017 – 860 CFVs.
2018 – 1,629 CFVs.
2019 – 3,233 CFVs.
2020 – 4,645 CFVs.
2021 – 524 CFVs recorded till the Cease Fire Agreement was signed.
It is pertinent to note here that from 2018 to 2021 there were 10,031 CFVs reported. In 2018, maximum number of CFVs and Cross Border Firings (CBFs) were reported in months of January to May and September to December. But since 2019 to 2020, there has been a consistency noticed over the entire years in the number of CFVs recorded on a monthly basis.
In total, 11,424 CFVs by Pakistan were reported over a period of 7 years from 2014 to 2021. Out of the 11,424 CFVs, 10,031 CFVs were recorded in just 3 years from 2018 to 2021 alone!
April 22, 2025 Pahalgam terror attack happened 4 years after the 2021 Cease Fire agreement.
In contrast just 503 CFVs by Pakistan were reported from 2004 to 2013, in some cases just 1 CFV in the entire year 2004. As 2013 approached the number of CFVs rose to 147. Here also there has been a dramatic increase in CFVs from 2011 to 2012.
2004 – 1 CFV.
2005 – 6 CFVs.
2006 – 3 CFVs.
2007 – 21 CFVs.
2008 – 77 CFVs.
2009 – 28 CFVs.
2010 – 44 CFVs.
2011 – 62 CFVs.
2012 – 114 CFVs.
2013 – 147 CFVs.
There has been a very peculiar trend noticed in the CFVs committed by Pakistan from 2004 to 2013 and 2014 to 2021. From 2004 to 2008, till 26/11 Mumbai terror attacks happened there were just 108 CFVs reported of the total 503 CFVs for 2004 to 2013.
A similar trend is noticed in CFVs from 2014 to 2016 till the Uri terror attack happened. From 2014 to 2016 there were 533 CFVs reported from the Pakistani side.
It does appear that the Pakistanis were testing the resolve of the Congress led UPA government from 2004 to 2013 and the Bharatiya Janata Party (BJP) led NDA government from 2014 to 2021 about how they deal with cross-border infiltration of terrorists.
But make no mistake, all these CFVs over the years, more so since Article 370 was removed in August 2019, the number of CFVs have dramatically increased. Pakistan has used cross-border firing to make infiltration bids for its terrorists mostly into Jammu and Kashmir.
Since Independence in 1947, Pakistan has fought 5 major wars with India and has lost each one of them.
1947-48.
1965.
1971 – Bangladesh Liberation War.
1984-2003 – the Siachen Conflict.
1999 – Kargil War.
Pakistan has carried out 6 major terror attacks in India since 1993.
1). March 12, 1993 – 12 serial bomb blasts in Mumbai.
2). December 13, 2001 – Parliament terror attack.
3). July 11, 2006 – Mumbai suburban train bombings.
4). November 26, 2008 – 26/11 – Mumbai terror attacks.
5). September 18, 2016 – Uri attack.
6). February 14, 2019 – Pulwama terror attack.
Despite all the 11,927 CFVs, 5 wars and 6 major terror attacks, India till 2016 had tried to be conciliatory towards Pakistan. What is significant to note here is that while India granted Most Favoured Nation (MFN) status to Pakistan in terms of trade in 1996, Pakistan reciprocated the gesture to India a good five years later in 2011.
Within 6 months of Prime Minister Atal Bihari Vajpayee signing the Lahore Declaration on February 21, 1999, Pakistan launched the invasion of Kargil on July 26, 1999. Despite Prime Minister Narendra Modi making a surprise stop-over at Lahore enroute to New Delhi, to wish happy birthday to the then Pakistani Prime Minister Nawaz Sharif on Christmas eve in 2015, Pakistan carried out Uri terror attack in September 2016.
Out of 47 Treaty/Agreements Pakistan signed with India from 1947 to 2012 (65 years) – just 7 are on Security & Military matters. Despite 14 terror attacks since 1993, of which 6 are major – India signed 8 Treaties/Agreements over a period of 19 years till 2012.
Here too, Pakistan has abused, misused these Treaties/Agreements to its advantage. Two most glaring examples of it have been the Nehru-Liaquat Ali agreement of April 8, 1950 relating to treatment and protection of minorities in each other countries after partition in 1947. Second being the September 19, 1960 Indus Waters Treaty (IWT) and its subsequent related treaties.
At the time of partition in 1947, the minority Hindu, Sikh, Christian, Buddhist, Bahai’s and Parsi population in Pakistan was estimated to be around 20% to 25%. Today, as per 2017 Census of Pakistan, the minority population has come down to – Hindus 1.60%, Christians 1.59%, Ahmedis 0.22%, Schedule Caste 0.25% and Others 0.07%.
In contrast to Pakistan, as per the first Census of 1951 in independent India, Hindus comprised 84.1% of the population, while the minority populations of – Muslims was 9.8%, Christians 2.3%, Sikhs 1.9%, Jains and Buddhists – less than 1%.

As per the 2011 Census of India, Hindu population has declined to 79.8%, Muslim population has increased to 14.2%, the Christian population has remained steady at 2.3%, Sikh population declined marginally to 1.7%, Buddhists 0.7%, Jains 0.4% and Parsis 0.006%.
The data clearly reveals that while India honoured its part of the Nehru-Liaquat Ali agreement in letter and spirit, Pakistan paid a mere lip-service to the 1950 Pact.
Despite the fact that majority of the river waters of the Indus river systems flows through major portions of Indian states of Jammu and Kashmir and Punjab, India signed the Indus Water Treaty (IWT) on September 19, 1960, allowing 80% of share of Indus waters to Pakistan and keeping just 20% of the river waters of east flowing Ravi, Beas and Sutlej, for its utilization.
As per the World Bank brokered treaty, India was permitted to use waters of the western flowing rivers (into Pakistan) – Indus, Jhelum and Chenab only for power generation, navigation and fish culture. Despite the countless CFVs, major wars and terror attacks, India had not stopped the flow of the Indus waters into Pakistan for the last 65 years. Instead, Pakistan has been using the border entry points of the Indus River’s for smuggling narcotics,weapons and often as points to push through terrorists into India.
From the above facts one thing is quite crystal clear that Pakistan has been consistently dishonouring its bilateral treaties and agreements with India, while consistently pursuing a path of terror and war.
There have been Zero (0) Treaties/Agreements have been signed with Pakistan since 2014. After the Pahalgam terror attack practically all Treaties/Agreements with Pakistan have been suspended.
