CAG Report Exposes Rs 2,000 Crore Loss in Delhi Excise Policy, Flags Major Violations

New Delhi: A report by the Comptroller and Auditor General (CAG), tabled in the Delhi Assembly on Tuesday, has revealed that the now-scrapped 2021-22 excise policy led to massive financial losses amounting to over ₹2,000 crore. The findings have once again put the Aam Aadmi Party (AAP) under scrutiny, with allegations of policy mismanagement and irregularities in licensing.

The report, one of 14 audit documents presented by the Rekha Gupta-led government, highlights multiple violations in the policy’s implementation. It also points to the alleged bypassing of expert recommendations by the then Excise Minister and Deputy Chief Minister, Manish Sisodia, leading to major revenue losses.

Key Findings of the CAG Report

🔹 Revenue Loss: ₹2,002.68 crore due to improper execution of the policy.

🔹 Licensing Violations: The Delhi Excise Rules, 2010 (Rule 35), were reportedly ignored, resulting in ₹941.53 crore losses as liquor vends were opened in non-conforming municipal wards without required approvals.

🔹 Tendering Issues: The government suffered a setback of ₹890.15 crore after several licenses were surrendered in non-conforming areas, and the excise department failed to re-tender them in time.

🔹 COVID-19 Waivers: A revenue dip of ₹144 crore was reported due to “irregular” concessions given to liquor vendors citing pandemic-related closures.
