Mumbai: The Brihanmumbai Municipal Corporation (BMC), the wealthiest civic body in India, has unveiled its budget of Rs 74,427 crore for the fiscal year 2025-26. This marks a significant increase of 14.19% compared to last year’s budget of Rs 65,180.79 crore.
The budget was presented by additional municipal commissioners to BMC Commissioner Bhushan Gagrani, the state-appointed administrator, at the BMC headquarters in Mumbai. Since the term of the elected corporators ended on March 7, 2022, the city has been under administration.
According to the BMC Budget 2025 document, the proposed budget emphasizes fiscal discipline, revenue augmentation, and enhanced urban infrastructure, including urban mobility. Key highlights also focus on strengthening healthcare infrastructure, improving water and sewerage systems, and enhancing the quality of health and education services.
Additionally, there is a renewed focus on climate action, flood mitigation, solid waste management, and expanding green spaces across the city. The civic body has also allocated Rs 3,955.64 crore for the annual education budget, which is an increase of approximately Rs 630 crore over last year’s revised estimates.
In a move to boost revenue, the BMC announced plans to assess commercial units in slum areas for property tax. There are over 2.5 lakh slums in Mumbai, and at least 50,000 slums are used for commercial purposes. By taxing these commercial properties, the BMC expects to generate Rs 350 crore, which will be reinvested into infrastructure and services for slum dwellers.
The BMC has also proposed to raise Rs 12,119.47 crore in revised estimates for the fiscal year 2024-25 and Rs 16,699.78 crore for the 2025-26 budget through Internal Temporary Transfers (ITT), which will fund various civic projects until March 2025 and beyond.
Last year, the BMC had presented a budget of Rs 59,954.75 crore, marking a 10.5% increase from the previous fiscal year.
