Centre Tightens Law Against Paper Leaks as Lok Sabha Clears Public Examinations Amendment Bill
In a major move aimed at strengthening the country’s examination system, the Lok Sabha on Wednesday passed the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, introducing stricter punishments for paper leaks, organised cheating syndicates and examination fraud. The legislation was approved by a voice vote amid continuous disruptions and an Opposition walkout during the Monsoon Session of Parliament.
The amendment comes against the backdrop of the nationwide outrage over the alleged NEET-UG paper leak, which triggered widespread student protests and renewed demands for stronger safeguards in public examinations.
Stronger Punishments for Examination Fraud
The revised law significantly enhances penalties for individuals and organised groups involved in examination-related crimes. Under the amended provisions, those found guilty of using unfair means can now face imprisonment of up to 10 years along with a fine of up to ₹50 lakh.
The government has also tightened provisions against organised paper leak rackets by increasing the maximum financial penalty to ₹10 crore, making it one of the toughest legal frameworks against large-scale examination fraud.
Time-Bound Investigation and Fast-Track Courts
To ensure quicker justice, the legislation mandates that investigations into paper leak cases must be completed within two months. It also provides for the establishment of fast-track courts, which will aim to dispose of examination fraud cases within three months, reducing delays in prosecution and strengthening accountability.
Government Aims to Protect Honest Candidates
The amended legislation seeks to reinforce the Public Examinations (Prevention of Unfair Means) Act, 2024, which was originally enacted to improve transparency, fairness and integrity in recruitment and entrance examinations conducted by public authorities.
According to the government, the new provisions are designed to dismantle organised cheating networks, improve the credibility of competitive examinations and ensure that deserving candidates are not disadvantaged by criminal malpractice.
Focus on Restoring Public Confidence
The Centre has maintained that the tougher legal framework will provide investigating agencies with greater powers to tackle organised examination fraud while restoring confidence among students preparing for competitive examinations across the country.
The passage of the Bill marks one of the government’s most significant legislative responses to recurring paper leak controversies and is expected to strengthen the overall integrity of India’s public examination system.
