Regulatory Commission Flags Power Bill Surcharge

Electricity consumers across Uttar Pradesh may soon receive relief after the state’s power regulator raised serious concerns over an additional surcharge recently imposed on electricity bills. The Uttar Pradesh Electricity Regulatory Commission (UPERC) has indicated that the extra charge may not conform to the rules governing tariff adjustments and cost recovery.

The development follows complaints that consumers were burdened with higher bills despite expectations of stable or lower electricity costs.

Consumer Groups Challenge Additional Charges

The matter was brought before the regulator by consumer representatives, who argued that the fuel and power purchase adjustment calculations included expenses and liabilities that did not belong to the current billing period.

According to the complaint, historical financial obligations and pending dues were allegedly added to the calculation mechanism, resulting in a significant increase in electricity bills for consumers across the state.

Consumer advocates maintained that if calculations had been carried out strictly under the prescribed regulations, power consumers could have seen a reduction in charges rather than an increase.

UPERC Raises Questions Over Cost Calculations

After reviewing the complaint, the commission observed that the inclusion of old liabilities and previously accumulated costs could place an unjustified financial burden on consumers.

The regulator noted that such expenses require independent scrutiny before being passed on to electricity users. It also questioned whether incorporating past liabilities into current-period calculations was consistent with existing tariff regulations and consumer protection principles.

Officials indicated that the methodology used may have prevented proper examination of the legitimacy and recoverability of certain costs.

Detailed Report Sought From UPPCL

UPERC has now directed the Uttar Pradesh Power Corporation Limited (UPPCL) to submit a detailed response explaining how the surcharge was calculated.

The utility has been asked to provide a complete breakdown of costs considered in the adjustment formula, including distinctions between current expenses and previous-period liabilities. The regulator has also sought details regarding transmission charges, judicially mandated payments and the legal basis for including older financial obligations in the computation.

Consumers Hope For Relief

The commission’s observations have strengthened demands from consumer organisations for the withdrawal of the surcharge. Many believe the regulator’s intervention could pave the way for revised electricity bills and greater transparency in future tariff adjustments.

With UPPCL now required to justify its calculations, attention is focused on the utility’s response and the regulator’s final decision, which could impact millions of electricity consumers across Uttar Pradesh.
