Supreme Court Sets New Rules on Stray Dogs: Vaccinate, Sterilise, Release – But No Feeding in Public Places

New Delhi: The Supreme Court of India on Friday issued a landmark order that reshapes the handling of stray dogs across the country. In a significant revision of its earlier directive, the apex court ruled that stray dogs must be sterilised, vaccinated, dewormed and then released back into their original localities — instead of being permanently confined to shelters.

Delivering the order, Justice Vikram Nath made it clear that municipal authorities are bound to comply with detailed guidelines under para 12, 12.1 and 12.2, ensuring proper sterilisation drives. The court specifically directed that aggressive or rabid dogs shall not be released, but instead isolated and immunised under veterinary supervision.

At the same time, the court imposed a strict prohibition on public feeding of stray dogs. “No one shall feed stray dogs in public spaces. Dedicated feeding zones shall be created by local bodies where such activities can take place responsibly,” Justice Nath observed, pointing to repeated incidents of conflict between residents and dog feeders.
