The Supreme Court is set to hear on August 31 a petition seeking mandatory disclosure of the ethanol content in petrol sold across India. The plea has raised questions about whether consumers should be clearly told how much ethanol is mixed in the petrol they purchase.
The petition, filed by Narendra Kumar Goswami, is listed before a bench of Justices M M Sundresh and Prasanna B Varale, according to the court’s cause list.
The case comes at a time when India is increasing the use of ethanol-blended petrol, including E20 fuel, which can contain up to 20 per cent ethanol.
What Does The Petition Want?
The main demand is simple: petrol buyers should know exactly how much ethanol is present in the fuel they are purchasing.
The petitioner has asked the court to direct fuel stations to display the ethanol percentage clearly on petrol dispensing nozzles.
The plea also seeks a similar disclosure on fuel bills. Under the proposed system, the invoice issued to a customer would clearly mention the percentage of ethanol blended with the petrol.
The petitioner argues that a uniform system across India would make it easier for vehicle owners to understand what fuel they are buying instead of having to rely on general information about ethanol-blended petrol.
Why Is Ethanol Content Important?
Ethanol is an alcohol-based fuel component that can be mixed with petrol. India has been increasing ethanol blending as part of its broader energy strategy.

Petitioner Wants Vehicle-Wise Compatibility Database

The proposed database would provide information according to factors such as:

- Recommended ethanol blend
The idea is to allow vehicle owners to check whether their particular vehicle can safely and efficiently use petrol containing higher ethanol levels.
This could be particularly useful for people driving older vehicles, where information about compatibility with newer fuel blends may not always be readily available.
Demand For Independent Expert Committee
The petitioner has also asked for an independent expert committee to examine the impact of E20 petrol on India’s existing vehicle fleet.
The proposed panel could include officials and experts from the Ministry of Petroleum and Natural Gas, Ministry of Road Transport and Highways, Bureau of Indian Standards, along with independent automobile engineers.
The committee would examine technical and practical issues related to E20 fuel, with particular attention to vehicles that were manufactured before higher ethanol blends became common.
What Information Does The Plea Seek From Centre?
The petition also seeks relevant documents and studies from the central government concerning the introduction and use of E20 petrol.
These reportedly include:
- Government policy documents
- Technical studies
- Vehicle compatibility assessments
- Fuel safety standards
- Consumer advisories
- Records of public consultations
- Reports concerning the impact of higher ethanol blends
The petitioner has further sought a national consumer disclosure system for ethanol-blended petrol.
The proposed system would reportedly be developed in consultation with the Central Consumer Protection Authority and the Bureau of Indian Standards.
Why Has E20 Become A Matter Of Debate?
India’s ethanol blending programme has been promoted as a way to reduce the country’s dependence on imported petroleum and increase the use of domestically produced ethanol.
But concerns have emerged over whether all vehicles can handle higher ethanol blends in exactly the same way.
Questions have particularly been raised about older vehicles, fuel efficiency and long-term vehicle performance.
The issue is therefore not simply about how much ethanol is mixed into petrol. It is also about whether motorists have enough information to make an informed choice.
What Could Happen On August 31?
The Supreme Court hearing could bring attention to the petitioner’s demand for mandatory ethanol disclosure at fuel stations and on fuel bills.
The court may consider the arguments presented by the petitioner and the government’s response before deciding what further steps, if any, are required.
At this stage, the hearing itself does not mean that the Supreme Court has ordered mandatory ethanol labelling. Any such requirement would depend on the court’s eventual directions or order.
The case could nevertheless become important for millions of vehicle owners as India continues its transition towards higher ethanol blending.
For consumers, the central issue is straightforward: if the ethanol content of petrol can affect vehicle compatibility, should every customer have a clear and standard way to know exactly what is being sold at the pump?
