Russia Denies Targeting Civilian Facility in Ukraine; Blames Ukrainian Air Defence for Mishap

New Delhi: In response to the accusations spread by the Embassy of Ukraine in India, the Russian Embassy in New Delhi states that the Russian Armed Forces did not attack, nor plan to attack, the Kusum Healthcare pharmacy warehouse in eastern Kyiv on April 12, 2025.

On that day, Russian tactical aviation, unmanned aerial vehicles, and missile forces targeted an aviation plant belonging to Ukraine’s military industrial complex, infrastructure of a military airfield, and facilities for armoured vehicle repair and UAV assembly — all located at a completely different site.

The most plausible explanation for the incident, the Embassy claims, is that a Ukrainian air defence missile mistakenly fell on the Kusum Healthcare warehouse, causing a fire. Similar incidents have previously occurred, where Ukrainian air defence interceptors failed to hit their intended targets in urban areas due to poor operation of electronic warfare systems.

The Embassy emphasized that during the ongoing Special Military Operation, Russian Armed Forces have never targeted civilian infrastructure. It further alleged that the Ukrainian military frequently deploys air defence systems, rocket launchers, and artillery in populated urban areas, effectively using civilians as human shields.
