In a significant statement at the ‘Kathale Kul Sammelan’ in Nagpur on Sunday, Rashtriya Swayamsevak Sangh (RSS) Chief Mohan Bhagwat raised serious concerns over India’s declining Total Fertility Rate (TFR), calling for every couple to have at least three children to ensure population sustainability.

Bhagwat pointed to the alarming trend of a shrinking population, emphasizing that the current TFR of 2.1 – considered the replacement rate for population stability – was insufficient for long-term societal growth. “A declining population is a serious concern. Demographic studies suggest that when a society’s total fertility rate falls below 2.1, it risks facing extinction. This decline does not necessarily require external threats; a society can gradually fade away on its own,” Bhagwat said during his address.

He warned that many cultures and languages have already disappeared due to this issue, highlighting the critical need to maintain a healthy fertility rate. “Many languages and cultures have already disappeared due to this issue. Thus, it is essential to maintain a fertility rate above 2.1,” he added.

The RSS chief also underlined the importance of family, calling “kutumb” (family) an essential building block of society. “Our country’s population policy, formulated either in 1998 or 2002, clearly says that the total fertility rate should not be below 2.1. Now when we say 2.1, it is not feasible to have children in fraction. So when we say 2.1, this means it should be more, at least three. The (population) science says so,” Bhagwat emphasized.

Bhagwat’s remarks come amid concerns raised by experts over India’s declining fertility rate. According to the National Family Health Survey (NFHS) 2021, India’s TFR has dropped from 2.2 to 2, signaling a shift in reproductive choices and increasing access to family planning resources across the country. The TFR of 2.1 is regarded as the replacement rate, crucial for ensuring population stability by replacing each individual without contributing to population growth or decline.

While India’s contraceptive prevalence rate (CPR) has increased significantly, from 54% to 67%, the decline in TFR has raised questions about the future demographic trajectory. Bhagwat’s call for a fertility rate of at least 3 children per family seeks to address these concerns and ensure the continuity and growth of India’s population.

The RSS chief’s statement is expected to stir further debates about family planning, population policy, and India’s demographic future, as the country grapples with evolving societal trends and reproductive choices.
