Rekha Gupta Govt’s First Major Bureaucratic Overhaul: 42 Senior Officers Transferred in AGMUT Reshuffle

New Delhi: In a significant bureaucratic shake-up, the first under Chief Minister Rekha Gupta’s government since it assumed office in February, the Ministry of Home Affairs on Friday announced the transfer of 42 senior officers from the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territory) and DANICS cadre, impacting top-level administration in Delhi and several Union Territories.

Among the key changes, Ashish Chandra Verma, Additional Chief Secretary of Finance and Revenue in Delhi, has been transferred to Jammu & Kashmir. Verma was playing a critical role in budgetary planning and fiscal reforms in the capital.

Joining him in J&K is Anil Kumar Singh, a 1995-batch IAS officer and Additional Chief Secretary for Environment and Forest in Delhi. Meanwhile, Sudhir Kumar, a 1999-batch officer and Principal Secretary of the Vigilance Department, has been shifted to Mizoram.

Other major transfers include KM Uppu (2009 batch), Special Secretary of Home, who has been posted to Puducherry, and Sachin Shinde (2008 batch), Special Secretary of Transport, who moves to the Andaman and Nicobar Islands.

Conversely, Delhi will welcome back two experienced officers. Vijay Kumar Bhiduri (2005 batch), who served as divisional commissioner in Jammu and Kashmir, has been recalled to the capital. Similarly, Dilraj Kaur (2000 batch), earlier posted in the Andaman and Nicobar administration, will return to Delhi.

Several other officers are also on the move, including Chanchal Yadav, Vinod Kavle (both 2008 batch), and Navin SL (2012 batch), who have been transferred out of Delhi to undisclosed postings.

Apart from inter-state movements, notable internal postings within Delhi were also announced. Navin Kumar Chaudhary (1994 batch), formerly ACS of Irrigation, Flood Control, and GAD, has now taken over as the Additional Chief Secretary of Public Works Department.

In another reshuffle, Bipul Pathak (1992 batch), currently heading Industries as ACS, will now also oversee the Environment and Forest Department in an additional capacity.

The critical Health Department will now be led by Nikhil Kumar (2002 batch), who has also been entrusted with the additional charge of Secretary for Information Technology. Meanwhile, Neeraj Semwal (2003 batch), previously awaiting assignment, has been appointed Secretary (Revenue) cum Divisional Commissioner.

This large-scale reshuffle signals a strategic restructuring aimed at energising governance under the Rekha Gupta-led administration. While the movement of officers is routine in the AGMUT cadre, the scale and seniority of these transfers suggest a deliberate attempt to realign bureaucratic roles with the government’s new priorities.
