‘Crores of Women Are Watching’: PM Modi’s Final Appeal Before Crucial Vote on Women’s Reservation Bill

Prime Minister Narendra Modi on Friday made an emotional final appeal to Members of Parliament, urging them to support the Women’s Reservation Bill, saying that “crores of women are watching us” as the Lok Sabha prepared for a crucial vote on the legislation later in the evening.

In a message posted on X, the Prime Minister said Parliament had already addressed concerns raised during the debate and that the time had come to ensure women receive their rightful place in the country’s decision-making system.

His appeal came just hours before voting on the amendment linked to the Nari Shakti Vandan Adhiniyam, a key legislative move aimed at ensuring 33 per cent reservation for women in the Lok Sabha and state assemblies.

PM Modi Says Women Deserve Equal Role in Decision-Making

In his appeal, PM Modi said that despite decades of independence, women still remain underrepresented in legislative institutions and that the delay in providing reservation had continued for political reasons.

He said women, who make up nearly half of India’s population, deserve stronger participation in lawmaking and governance.

The Prime Minister urged all parties to rise above political divisions and support the amendment unanimously, warning that any obstruction would hurt the sentiments of millions of women across the country.

Calling the moment historic, he said that women across India were closely watching the intent and decisions of Parliament.

Government Pushes for 2029 Implementation of Women’s Quota

The appeal comes amid parliamentary debate on amendments required to operationalise the Women’s Reservation Act 2023, commonly known as the Nari Shakti Vandan Adhiniyam.

The law, passed in September 2023, reserves one-third of seats for women in the Lok Sabha and state legislative assemblies. However, the reservation cannot be implemented immediately because it is tied to the delimitation process after the 2027 Census.

Officials said the government notified the law with effect from April 16, 2026, as part of the process to pave the way for implementation by 2029.

Three Bills Introduced to Enable Reservation by 2029

To ensure the reservation becomes operational before the 2029 general elections, the government has introduced three major bills in Parliament:

  • The Constitution (One Hundred and Thirty-First Amendment) Bill, 2026
  • The Delimitation Bill, 2026
  • The Union Territories Laws (Amendment) Bill, 2026

These legislative measures are aimed at completing the constitutional and administrative framework necessary for implementing women’s reservation.

Political Importance of the Vote

Friday’s vote is being seen as politically significant, with the government projecting the legislation as a landmark reform for women’s empowerment.

By making a direct appeal to MPs, PM Modi sought to build moral and political pressure for broad support, framing the vote as a moment of accountability before the women of India.

With the Lok Sabha set to vote on the proposal, the outcome could mark a major step toward increasing women’s representation in India’s legislatures.
