In a major push to manage rising passenger traffic, Indian Railways has announced an ambitious plan to build dedicated passenger holding areas at 76 stations across the country.
The initiative aims to reduce overcrowding on platforms by shifting waiting passengers into organised pre-boarding zones equipped with modern facilities and improved security systems.
New Delhi Station Model Already Working
A prototype holding area at New Delhi Railway Station is already operational and has shown positive results in managing heavy footfall.
The facility includes:
- Additional ticket counters
- Automatic Ticket Vending Machines (ATVMs)
- Public Address Systems
- Digital train information displays
Passengers also benefit from enhanced safety measures such as CCTV cameras, luggage scanners, metal detectors, and fire safety systems.
To improve comfort, the zone offers seating arrangements, RO drinking water, separate restrooms for men, women, and Divyangjan travellers, along with proper lighting and power backup.
New Entry Rules for Passengers
Railways is also introducing a new access protocol to streamline passenger movement.
Under the revised system:
- Passengers with confirmed tickets will get direct access to platforms
- Those without valid tickets or on waiting lists will be directed to holding areas
This move is expected to significantly reduce chaos during peak hours and ensure better crowd management.
Wider Bridges and AI Surveillance
To further improve station mobility, Railways has introduced two new designs for wider foot-over-bridges (FOBs), measuring 12 metres and 6 metres.
Security upgrades include:
- AI-enabled CCTV cameras for real-time monitoring
- Dedicated “War Rooms” for quick coordination during rush or emergencies
- Advanced communication tools like walkie-talkies and upgraded announcement systems
Staff will also use QR-based ID cards and new uniforms to improve identification during emergencies.
Station Directors Get More Power
In a key administrative reform, the role of Station Directors at major stations is being strengthened.
They will now:
- Have financial authority for quick decisions
- Oversee all departments under a unified command
- Regulate ticket sales based on station capacity and train availability
The details of this large-scale reform were shared by Union Minister Ashwini Vaishnaw in the Rajya Sabha.

With passenger numbers increasing rapidly, this move is seen as a major step towards safer, smoother, and more organised railway travel in India.
