NCR States Urge Supreme Court to Permit “Green Firecrackers” During Diwali and Festivals — Call for Balance Between Culture and Clean Air

New Delhi: Ahead of the festive season, the National Capital Region (NCR) states — including Delhi, Haryana, Uttar Pradesh, and Rajasthan — have approached the Supreme Court, seeking permission for the controlled bursting of green firecrackers during Diwali and other major festivals.

Appearing before a bench led by Chief Justice of India BR Gavai and Justice K. Vinod Chandran, Solicitor General Tushar Mehta proposed a “balanced approach” that respects both cultural traditions and environmental safety.

Mehta suggested that green crackers, certified by the National Environmental Engineering Research Institute (NEERI), should be allowed within specific time slots. According to the proposal:

On Diwali, bursting of green crackers may be allowed from 8 PM to 10 PM.

On Christmas Eve and New Year’s Eve, a 35-minute window between 11:55 PM and 12:30 AM could be permitted.

For Gurpurab, two time slots — 4 AM to 5 AM and 9 PM to 10 PM — were recommended.

The Solicitor General also requested the Court to allow the sale and use of green crackers for weddings and other celebrations, provided the conditions are strictly regulated.

Environmental activists have long opposed the use of traditional fireworks due to their severe impact on air quality, especially in Delhi-NCR, which witnesses toxic smog each winter. However, many citizens and religious groups argue that completely banning firecrackers disregards India’s cultural fabric and festive spirit.
