NCP (Ajit Pawar Faction) Releases BMC 2026 Manifesto — Here’s What the Party Is Promising for Mumbai

Mumbai: With an eye on the high-stakes Brihanmumbai Municipal Corporation (BMC) elections in 2026, the Nationalist Congress Party (NCP) led by Ajit Pawar has unveiled its civic manifesto, laying out an ambitious roadmap aimed at transforming Mumbai into a modern, inclusive and well-governed metropolis.

The manifesto was formally released in Mumbai by NCP state president Sunil Tatkare, BMC election coordination committee head Nawab Malik, and Mumbai unit working president Siddharth Kamble, in the presence of senior party leaders and workers. The document positions the party’s vision around social equality, infrastructure development and transparent civic administration, while drawing inspiration from the ideals of Shahu Maharaj, Mahatma Phule and Dr B.R. Ambedkar.

Focus on roads, jobs and traffic reform

A major highlight of the manifesto is a large-scale infrastructure push. The NCP has promised the construction of 500 kilometres of new roads within five years, along with upgrades to existing bridges, flyovers and major traffic corridors. Key business zones such as Bandra-Kurla Complex, Worli and the eastern suburbs are proposed to be developed as expanded employment centres to reduce long daily commutes.

To address traffic congestion, the party has proposed AI-based smart traffic signals, wider CCTV coverage and free public Wi-Fi under a Smart City model.

Water, waste and flood control

On essential civic services, the NCP has pledged round-the-clock clean drinking water, especially for residents of old chawls and slum settlements. A new initiative named ‘Jal Samrudh Nagar Abhiyan’ aims to strengthen water conservation and ensure efficient distribution, with a long-term goal of full smart water meter coverage.

Waste management reforms also feature prominently. The manifesto talks about a Zero Waste Mumbai policy, incentives for waste segregation through a Waste Credit Certificate system, and focused efforts to clean rivers and drains to reduce monsoon-related flooding.

Health and education reforms

Healthcare promises include upgrading municipal hospitals into 24×7 Arogya Kalyan Kendras with tele-medicine facilities. The party has also proposed issuing health cards to students of municipal schools to ensure early access to medical care.

In education, the NCP plans to introduce digital and AI-enabled classrooms in civic schools. Every ward is expected to get free study centres and career guidance hubs, while special schools for children with hearing and speech disabilities are also part of the plan.

Big relief for middle class and housing push

Among the most voter-friendly announcements is a property tax waiver for homes up to 700 square feet, a move aimed at easing the burden on middle-class families. The party has also promised the construction of one lakh affordable homes and faster implementation of Slum Rehabilitation Authority (SRA) projects, ensuring basic services and housing rights for slum residents.

Environment, safety and youth employment

On environmental issues, the manifesto commits to planting 10 lakh trees, expanding electric bus services and promoting CNG vehicles to curb pollution. It also supports further expansion of the Mumbai Metro and suburban railway network, along with full fare concessions for persons with disabilities on Metro services.

Women’s safety has been addressed through a proposed ‘Safe Mumbai’ programme, including stronger night patrolling, emergency helplines and hostels for working women. For the youth, the party has promised skill development centres in every ward, job fairs and apprenticeship programmes to improve employment opportunities.
