Mumbai: In a significant step towards strengthening Maharashtra’s skill development, innovation and workforce transformation agenda, the state government has recently signed three Memoranda of Understanding (MoUs) with leading South Korean institutions, opening new avenues for collaboration in vocational education, lifelong learning, research and advanced technology-driven capacity building.
The agreements were signed at Sahyadri Guest House in Mumbai in the presence of Chief Minister Devendra Fadnavis and Skills Development Minister Mangal Prabhat Lodha.
The partnerships are the outcome of a recent Maharashtra government delegation visit to South Korea led by Additional Chief Secretary (Skills, Employment, Entrepreneurship and Innovation) Manisha Verma, who described the visit as an opportunity to study some of Korea’s premier institutions working at the forefront of skilling, lifelong learning, advanced technology education and workforce transformation.

The three MoUs include:
• Directorate of Vocational Education and Training (DVET), Maharashtra and Korea Polytechnics (KOPO): The partnership aims to develop advanced training centres and Learning Factory models to enhance vocational education and industry-oriented training.
• Maharashtra State Skill Development Society (MSSDS) and the National Institute for Lifelong Education (NILE): The collaboration will focus on strengthening lifelong learning systems and workforce upskilling frameworks to help workers adapt to rapidly changing technological and economic environments.
• Ratan Tata Maharashtra State Skills University (RTMSSU) and the Korea Advanced Institute of Science and Technology (KAIST): The agreement seeks cooperation in research, innovation, digital transformation, sustainability-focused education and advanced capacity-building initiatives.
South Korea is globally recognised for building one of the world’s most effective skill development and innovation ecosystems. The country’s integration of education, industry, technology and workforce planning is widely credited for supporting its transformation into a leading industrial and technology powerhouse.

According to officials, the Maharashtra government’s engagement with Korean institutions reflects an effort to bring global best practices to the state’s skilling and innovation ecosystem while preparing a future-ready workforce capable of meeting the demands of emerging industries.
The Korean delegation participating in the programme included experts and institutional leaders from KAIST, Korea Polytechnics and NILE, along with representatives from KRIVET, KEIS and NexIn Technology.
Officials indicated that the partnerships will now move into the implementation phase, with a focus on translating institutional cooperation into practical programmes, capacity-building initiatives and opportunities for Maharashtra’s youth.
The development comes as Maharashtra seeks to strengthen its position as a hub for advanced manufacturing, technology, innovation and skilled human resources, while aligning workforce development with global standards and future industry requirements.
