Maharashtra becomes the first Indian state to empower police with an AI-powered platform to accelerate cybercrime investigations

Mumbai — MahaCrimeOS AI, a pioneering AI- and Azure-powered platform developed by CyberEye—innovators in advanced cybersecurity and IoT technologies and a Microsoft Partner ISV—in collaboration with the Government of Maharashtra’s Special Purpose Vehicle MARVEL and the Microsoft India Development Center (IDC), was unveiled today at the Microsoft AI Tour in Mumbai.

The announcement was made by Microsoft Chairman and CEO Satya Nadella, who also met Maharashtra Chief Minister Devendra Fadnavis to discuss the future of digital safety and AI-driven governance in the state.

Currently operational across 23 police stations in Nagpur, MahaCrimeOS AI has been formally recognized by Chief Minister Fadnavis, who proposed its statewide expansion to all 1,100 police stations across Maharashtra.

Accelerating India’s Fight Against Cybercrime

In collaboration with the Maharashtra Government and its MARVEL initiative, Microsoft is leveraging next-generation AI to tackle the growing complexity and scale of cybercrime, significantly accelerating India’s cybercrime response capabilities.

Designed to augment—not replace—human expertise, MahaCrimeOS AI equips officers with AI-powered tools to resolve cases faster and more efficiently, blending investigative judgment with responsible innovation. The initiative establishes a new benchmark for digital safety in India, particularly as cybercrime continues to surge nationwide.

According to the National Cyber Crime Reporting Portal, India recorded over 3.6 million cybercrime incidents in 2024, underscoring the urgent need for scalable, technology-driven enforcement solutions.

“Ethical and Responsible AI for Public Good” — CM Devendra Fadnavis

Chief Minister Devendra Fadnavis said, “Ethical and responsible AI for public good is our core motto. AI has the power to transform governance by improving efficiency, enhancing quality of life, and delivering true ease of living for every citizen.

The vision behind MARVEL is to build a platform that partners with global deep-technology leaders to develop AI copilots capable of fundamentally transforming governance. While our collaboration with Microsoft began with addressing complex cybercrime challenges, its potential extends far beyond. From healthcare and agriculture to industry and administration, AI touches every sphere of human activity—and we intend to harness this power responsibly to build a more effective, citizen-centric state.”

Platform Capabilities and Architecture

MahaCrimeOS AI is built on Microsoft Azure OpenAI Service and Microsoft Foundry, integrating:

  • Advanced AI assistants
  • Automated investigative workflows
  • Secure, compliant cloud infrastructure

The platform enables instant case creation, multilingual data extraction, and contextual legal assistance, significantly reducing manual effort and allowing officers to focus on solving complex cybercrime cases.

With integrated AI-powered Retrieval-Augmented Generation (RAG) and open-source intelligence, MahaCrimeOS AI provides investigators direct access to India’s criminal laws, enabling faster case linkage, digital evidence analysis, and threat response.

The Microsoft India Development Center (IDC) worked closely with CyberEye and MARVEL to tailor the solution for real-world policing needs, standardizing investigation workflows while ensuring secure and compliant deployment.

“Not Just Technology—Trust” — Microsoft India

Puneet Chandok, President, Microsoft India & South Asia, said, “AI is redefining the future of public safety, and with MahaCrimeOS AI, we’re turning that vision into reality. By combining the scale of Microsoft Azure with cutting-edge AI capabilities, we’re empowering every officer in Maharashtra to investigate faster, smarter, and more securely.

This is not just about technology—it’s about building trust, protecting citizens, and setting a new benchmark for digital safety in India.”

Statewide Expansion and National Scalability

The proposed statewide rollout, championed by Chief Minister Fadnavis, will enable police stations across Maharashtra to digitally register and investigate cybercrimes using standardized, AI-powered workflows.

Harssh Poddar, Superintendent of Police, Nagpur Rural and CEO of MARVEL, said, “MahaCrimeOS AI is redefining how we fight cybercrime—turning complexity into clarity and speed. This platform goes beyond faster investigations; it sets new standards for governance and creates a scalable model for adoption across India.”

Ram Ganesh, Founder and CEO of CyberEye, added, “Our collaboration with Microsoft and MARVEL enables officers—even in remote parts of the state—to investigate complex cybercrimes with greater ease and reduced workloads. By leveraging Microsoft’s technology capabilities, we are helping law enforcement build India’s digital shield—protecting citizens faster and with confidence.”

Toward a Digitally Secure India

The launch of MahaCrimeOS AI marks a significant milestone in India’s journey toward a digitally secure society. Microsoft, the Government of Maharashtra, MARVEL, CyberEye, and IDC reaffirm their commitment to advancing digital safety, responsible AI adoption, and technology-enabled law enforcement, supporting the government’s vision of a secure, digitally empowered nation.
