Legislative Committees Are the Real Engines of Governance: CM Devendra Fadnavis

Mumbai: The newly constituted committees of the Maharashtra Legislature are set to begin functioning for the year 2024–25, with Chief Minister Devendra Fadnavis underlining their pivotal role in shaping transparent, efficient, and accountable governance.

Speaking at the joint inauguration ceremony of all legislative committees at Vidhan Bhavan, Mumbai, CM Fadnavis said, “While legislative houses—Assembly and Council—handle formal procedures, the real legislative work happens within committees. These forums foster in-depth, non-partisan deliberations that transcend political lines and time constraints.”

He highlighted the equal constitutional status and powers of committees, noting that their reports are binding and presented before the House. “Each committee functions as a ‘Mini Legislature’. Their work is a critical responsibility and a powerful tool to understand and influence administration. Dedicated members not only achieve results quickly but also earn significant credibility,” he added.

Fadnavis cited impactful examples of committee work, including the Public Accounts Committee (which audits government expenditure based on CAG reports), the Estimates Committee (which tracks the effectiveness of budget implementation), the Panchayati Raj Committee (focused on local governance), and the Petitions Committee, which played a key role in securing housing for police in Nagpur, granting property rights in slums, and increasing the OBC non-creamy layer limit.

While acknowledging instances of past misuse and underperformance, the Chief Minister asserted that a collective decision was taken to revitalise and retain these vital committees. “Deserving committee members will now be encouraged through opportunities for domestic and international study tours. At the same time, underutilised committees will be assigned impactful mandates to ensure their relevance and contribution,” he stated.

The event was also graced by Legislative Council Chairman Prof. Ram Shinde, Assembly Speaker Adv Rahul Narwekar, Deputy Chief Minister Eknath Shinde, Council Deputy Chairperson Dr. Neelam Gorhe, Assembly Deputy Speaker Anna Bansode, MoS Ashish Jaiswal, and other senior dignitaries.
