Govt banks on his 36 years of administrative experience

Mumbai: The Maharashtra government has appointed senior IAS officer Iqbal Singh Chahal as Chairman of the Mumbai Police Housing Township Project, according to an official notification issued by the General Administration Department on January 21, 2026.

The project is a key welfare initiative of the state government aimed at providing quality residential accommodation to Mumbai Police personnel and their families, thereby improving their living conditions and strengthening the social security framework for the force. The notification underlines that the project involves large-scale planning, land acquisition, infrastructure development, financial management and time-bound execution, making it necessary to entrust the responsibility to a senior officer with proven administrative expertise.

Iqbal Singh Chahal, currently serving as Additional Chief Secretary (Home) to the Government of Maharashtra, brings with him over 36 years of experience in public administration, project management and inter-governmental coordination. The government has cited his impeccable service record and leadership credentials as the primary reasons for his appointment, indicating its intent to ensure professional oversight and strategic direction for the ambitious housing project.

As per the notification, Chahal will retire from government service on January 31, 2026, and will assume charge as Chairman of the Mumbai Police Housing Township Project from February 1, 2026. His appointment will carry the rank and status equivalent to that of a Minister of State to the Government of Maharashtra. The tenure has been fixed for five years from the date of assumption of charge, or until further orders, with provisions for extension based on project requirements and performance.

In his new role, Chahal will function under the administrative control of the Chief Minister through the Home Department. He will be responsible for providing strategic leadership, chairing project steering committee meetings, coordinating with Central and State departments, municipal bodies and technical agencies, and ensuring timely and cost-effective implementation of the project. The notification also empowers him with full financial authority equivalent to that of an Additional Chief Secretary, enabling faster decision-making and smoother execution of work.

The government has also approved comprehensive administrative support for the Chairman, including a fully furnished office at Mantralaya, dedicated staff, official residence and a government vehicle, in line with the status attached to the post. All facilities and expenditure related to the appointment will be borne by the Home Department as per prevailing norms.

Policy observers view the appointment as a significant step towards institutionalising long-term solutions for police welfare in Mumbai, where housing shortages and long commuting hours have traditionally affected personnel. By entrusting the project to a seasoned administrator, the government has signalled its commitment to professionalism, accountability and timely delivery. Chahal’s appointment reflects a broader policy approach of retaining experienced officers in nation-building roles even after retirement, ensuring continuity, stability and administrative depth in critical public welfare projects.
