New Delhi: New Delhi has officially raised concerns with Beijing over its plan to construct a mega hydropower dam on the upper reaches of the Brahmaputra river in Tibet. Minister of State for External Affairs Kirti Vardhan Singh informed the Rajya Sabha that the Indian government has “taken note” of China’s announcement and has conveyed its concerns through diplomatic channels.
The minister stated that various issues related to trans-border rivers are discussed with China under an “institutionalised Expert Level Mechanism,” established in 2006. India has urged China to ensure that the interests of downstream nations, including India and Bangladesh, are not adversely affected by the project.
Following the official announcement of the dam, India demarched China on December 30, 2024, emphasizing the need for transparency and consultation with downstream countries. The matter was also raised during Foreign Secretary Vikram Misri’s recent visit to Beijing for the Foreign Secretary-Vice Foreign Minister mechanism meeting. During discussions, both sides agreed to hold an early meeting of the Expert Level Mechanism to address hydrological data sharing and other water-related concerns.
The government assured the Rajya Sabha that it continues to monitor all developments regarding the Brahmaputra and is taking necessary preventive and corrective measures to safeguard the livelihoods of people residing in the northeastern states.
