New Delhi: In a major move to preserve election integrity, the Election Commission of India (EC) has issued a new set of advisory guidelines mandating full disclosure and labeling of all artificial intelligence (AI)-generated and synthetic political content ahead of the upcoming Bihar Assembly elections.
The EC’s directive comes amid rising concerns over the use of hyper-realistic deepfakes and manipulated media portraying political leaders delivering false or misleading messages. The commission warned that such synthetic content poses a “serious threat” to democracy, capable of distorting fair competition and misleading voters by blurring the line between truth and fabrication.
Emphasizing transparency and accountability, the EC stated that political communication must remain rooted in authenticity and responsibility. “Any use of AI or synthetic media to manipulate public perception threatens the integrity of free and fair elections,” the advisory noted.
Under the new rules, political parties, candidates, and campaign teams are now required to prominently label all AI-generated or digitally altered videos, photos, or audio clips used in campaign material. Labels such as “AI-Generated,” “Digitally Enhanced,” or “Synthetic Content” must occupy at least 10% of the display area in visuals and appear during the first 10% of duration in audio clips. In videos, the label must be placed clearly on the top band of the screen.
Additionally, the metadata or caption of every such piece must disclose the name of the creator or responsible entity. The EC emphasized that these measures are designed to uphold voter trust and ensure that technology is used ethically in political communication.
The Bihar Assembly elections will be held in two phases on November 6 and 11, with vote counting scheduled for November 14.
