Delhi Police Implements Strict Guidelines for Loudspeakers and Public Address Systems to Combat Noise Pollution

New Delhi: In a move aimed at curbing noise pollution and ensuring a quieter, more peaceful environment, the Delhi Police has issued stringent new guidelines regulating the use of loudspeakers and public address systems across the city. The guidelines, which align with similar measures recently introduced in Uttar Pradesh, focus on maintaining sound levels within acceptable limits, particularly in residential and silence zones.

Under the new regulations, the use of loudspeakers at religious places is strictly limited to the permissible volume levels, and prior police approval is required for the installation or operation of loudspeakers at any location, including public events, religious ceremonies, and rallies. Suppliers of rented loudspeakers, typically provided by tent houses, are also obligated to ensure that users have obtained written permission from the police.

The Delhi Police have tasked district Deputy Commissioners of Police (DCPs) with overseeing compliance, and they have made it clear that legal action will be taken against vendors who fail to adhere to these regulations.

Noise Limits for Public and Private Use:

• Public Places: Loudspeakers or public address systems cannot be used without prior police consent. The sound level in public spaces must not exceed 10 decibels (dB(A)) above ambient noise levels.
• Privately-Owned Sound Systems: These systems are limited to a maximum of 5 dB(A) above ambient levels.

Zone-wise Noise Limits (6 am to 10 pm / 10 pm to 6 am):

• Industrial Areas: 75 dB / 70 dB
• Residential Areas: 55 dB / 45 dB
• Silence Zones (near hospitals, schools, courts, etc.): 50 dB / 40 dB

Penalties for Violations:

The guidelines introduce hefty penalties for those who violate the new noise restrictions:

• Improper Use of Loudspeakers/Public Address Systems: Rs 10,000 fine and seizure of equipment.
• Generator Sets (DG Sets):
  • Above 1000 KVA: Rs 1,00,000
  • Between 62.5 – 1000 KVA: Rs 25,000
  • Up to 62.5 KVA: Rs 10,000
• Noise-generating Construction Equipment: Rs 50,000 fine plus equipment seizure/sealing.
• Firecrackers: Legal action for use outside the permitted time windows.

For Religious Events, Weddings, and Rallies, fines will vary depending on the location:

Silence Zones: Rs 20,000

Residential Areas: Rs 10,000
