Chandrababu Naidu Cabinet Clears Universal Health Policy: Free Treatment for 5 Crore People, Major Boost to Medical Education

Amaravati: Andhra Pradesh Chief Minister N Chandrababu Naidu’s cabinet on Friday rolled out a sweeping set of reforms, headlined by the launch of a universal health policy designed to extend free, high-quality medical treatment to nearly five crore residents across the state.

The flagship programme will provide insurance coverage of ₹2.5 lakh to ₹5 lakh through private insurers, while the NTR Vaidya Seva Trust will extend additional benefits of up to ₹25 lakh for BPL families. The scheme covers 3,257 medical services, and approvals for treatment will be processed within six hours of hospital admission. A centralised control centre under the NTR Trust will monitor real-time delivery of services.

Information and Public Relations Minister K Parthasarathi said the government is determined to ensure healthcare access without financial burden: “This policy is a game-changer. For the poor, medical treatment will no longer be a matter of affordability but a guaranteed right,” he declared.

In another landmark decision, the cabinet approved the setting up of 10 new medical colleges under the PPP model, with admissions slated to begin in the 2027–28 academic year. The new institutions will come up in Adoni, Madanapalle, Markapuram, Pulivendula, Penugonda, Palacole, Amalapuram, Narsipatnam, Bapatla, and Parvathipuram.

The meeting also cleared several urban development measures. These include:

Waiver of stamp duty for lands allotted to educational institutions and hospitals in the Amaravati capital region.

Regularisation of 59,375 unauthorised constructions as of August 31, 2025.

Increasing the height limit for high-rise buildings from 18 metres to 24 metres.
