Government to Introduce Amendment in Monsoon Session
The Maharashtra government is preparing to bring amendments to the Mumbai Police Act aimed at tightening rules governing dance bars and preventing misuse of licensing loopholes. Chief Minister Devendra Fadnavis announced in the State Assembly that the proposal will be tabled during the ongoing Monsoon Session.
Crackdown on Licensing Loopholes
The government has identified that some dance bar operators are allegedly bypassing stricter regulations by obtaining licences under alternative legal provisions. The proposed amendment seeks to ensure that all such establishments are brought strictly under a single, clearly defined legal framework within the Mumbai Police Act.
Response to Concerns Raised in Assembly
The announcement came while responding to concerns raised by legislators, including Congress MLA Nana Patole, who highlighted issues related to the functioning of dance bars in Thane district. Lawmakers also expressed concern about possible links between some establishments and criminal activities in certain areas like Bhiwandi.
Stricter Monitoring and Enforcement Measures
The Chief Minister stated that existing Dance Bar laws already include several regulatory conditions, but enforcement challenges persist. The government is now working on strengthening monitoring mechanisms and improving compliance across establishments.
Proposal to Cancel Licences of Repeat Violators
Officials are also examining stricter legal provisions, including the possibility of permanently cancelling licences of establishments that repeatedly violate rules. The aim is to discourage repeated non-compliance and strengthen deterrence.
Noise Pollution and DJ Permission Issues
Fadnavis also addressed concerns related to loud music and DJ usage at such venues. He clarified that permissions for amplified sound are governed under Noise Pollution Rules, and authorities take action wherever violations are reported.
Legal Balance Between Rights and Regulation
The Chief Minister emphasized that while public concerns are important, legal reforms must remain within constitutional limits. He noted the need to balance regulation with fundamental rights while preventing misuse of legal provisions.
Police Action and Internal Accountability
The government has also taken disciplinary action against some police personnel found guilty of misconduct in dance bar-related cases, although the exact number of officials was not disclosed.
Suggestions From Legislators
During the debate, several MLAs urged stronger enforcement mechanisms. BJP MLA Sudhir Mungantiwar suggested forming a panel of legal experts to review the draft amendment before it is enacted to ensure that potential loopholes are addressed in advance.
Objective of the Proposed Amendment
If passed, the amendment is expected to create a unified licensing system for dance bars, reduce legal ambiguity, and strengthen enforcement against repeat offenders across Maharashtra.
