Dharavi Project Gets Dedicated IAS Firepower as CIDCO Chief Vijay Singhal Moves to DRP

Mumbai: Singhal’s appointment comes as the Dharavi Redevelopment Project moves deeper into its implementation phase, with rehabilitation planning, transit accommodation and multi-agency coordination emerging as key challenges in one of India’s largest urban renewal initiatives.  

In a significant administrative reshuffle that underscores the Maharashtra government’s focus on accelerating the ambitious Dharavi Redevelopment Project (DRP), senior IAS officer and CIDCO Vice Chairman and Managing Director Vijay Singhal has been appointed as Officer on Special Duty (OSD), Dharavi Redevelopment Project, Mumbai.

While the state government transferred 12 IAS officers across key departments on Tuesday, Singhal’s posting is likely to attract particular attention in administrative and infrastructure circles. The move is being viewed as an effort to strengthen the project’s leadership structure as the redevelopment enters a crucial implementation phase involving rehabilitation planning, transit accommodation, infrastructure coordination and inter-agency execution.

The appointment comes at a time when the Dharavi project is witnessing increasing activity following the completion of large-scale surveys and the ongoing verification of eligible residents and commercial establishments. Recent public discussions around rehabilitation modalities, including the possible need for transit accommodation for some residents during redevelopment, have highlighted the scale and complexity of the project.

From CIDCO To Dharavi

A 1997-batch IAS officer, Vijay Singhal has held several important positions in the Maharashtra government and is widely regarded as an officer with extensive experience in urban development, infrastructure planning and large-scale project execution. As VCMD of CIDCO, he has been closely associated with major projects in the Mumbai Metropolitan Region, including urban infrastructure development, land management and rehabilitation-related issues. His appointment to the Dharavi project suggests that the government is keen to bring additional administrative expertise to one of India’s largest and most closely watched urban redevelopment initiatives. 

As VCMD of CIDCO since February 2024, Vijay Singhal was closely involved in monitoring and reviewing key Navi Mumbai projects, including the Navi Mumbai International Airport and its surrounding connectivity and infrastructure ecosystem.  

Leadership Evolution In DRP

The Dharavi Redevelopment Project has already witnessed a leadership transition over the past year. The project was earlier headed by retired IAS officer S.V.R. Srinivas, who led the Dharavi Redevelopment Authority until his retirement in 2025. Following his retirement, the project’s administrative structure underwent changes, with senior officers taking charge of various aspects of implementation.

The induction of Vijay Singhal into the DRP administration is likely to further strengthen coordination between multiple government agencies involved in the project, including the Slum Rehabilitation Authority (SRA), municipal authorities, infrastructure agencies and state departments.

Key Changes In The IAS Reshuffle

Apart from Singhal’s appointment, the state government announced several other important transfers:

  • Prajakta Verma (IAS: 2001) has been appointed Additional Municipal Commissioner, Brihanmumbai Municipal Corporation (BMC).
  • P. Velrasu (IAS: 2002) moves from CEO, MIDC, to Secretary (Forest), Revenue and Forest Department.
  • Dr. Ashwini Joshi (IAS: 2006) has been appointed Additional Metropolitan Commissioner, MMRDA.
  • Deependra Singh Kushwah (IAS: 2006) takes charge as CEO, Maharashtra Industrial Development Corporation (MIDC).
  • Ashwin Mudgal (IAS: 2007) has been posted as VCMD, CIDCO.
  • Dr. Kadambari Balkawade (IAS: 2010) becomes Development Commissioner (Industries).
  • Sanjay Katkar (IAS:SCS:2014) has been appointed Commissioner (Family Welfare) and Director, National Health Mission.

The reshuffle also includes postings of younger IAS officers to district and tribal development assignments across the state.

A Signal Of The Government’s Priorities

Among the transfers announced on Tuesday, Singhal’s move to Dharavi stands out because of the strategic importance of the redevelopment project. Spread across one of Asia’s most densely populated informal settlements, the Dharavi redevelopment initiative is expected to reshape large parts of central Mumbai and involves complex issues of rehabilitation, land use, infrastructure creation and stakeholder management.

Administrative observers see the appointment as a signal that the state government is preparing for a more execution-driven phase of the project and wants an experienced officer focused exclusively on navigating the challenges that accompany large-scale urban transformation.

As the project moves from planning and survey stages toward implementation, the addition of a senior officer with extensive experience in infrastructure and rehabilitation management could prove crucial in ensuring smoother coordination and faster decision-making within the DRP framework.
