Delhi Government Halts Fuel Ban for End-of-Life Vehicles, Cites System Limitations and Cross-Border Risks

New Delhi: The Delhi Government has put a temporary hold on the controversial directive to deny fuel to End-of-Life (EOL) vehicles in the national capital, citing serious operational and enforcement challenges. The announcement was made by Environment Minister Manjinder Singh Sirsa, who said the policy in its current form is not feasible and could lead to unintended consequences.

“We will not let Delhi’s environment be harmed, nor will we permit the confiscation of vehicles owned by its residents,” Sirsa said in a press briefing, assuring the public that while the government remains committed to environmental protection, the execution of such policies must be practical and fair.

The move comes in response to Direction No. 89 issued by the Commission for Air Quality Management (CAQM), which sought to bar fuel sales to EOL vehicles. These are vehicles that have surpassed the legally permitted age limit – 10 years for diesel and 15 years for petrol.

In a letter to the CAQM, Sirsa urged that the directive be paused until the Automatic Number Plate Recognition (ANPR) system is fully implemented and operational across the entire National Capital Region (NCR).

He outlined key concerns:

Technological glitches and improper placement of ANPR cameras make accurate identification of EOL vehicles unreliable.

Lack of integration with vehicle databases from neighboring states hinders uniform enforcement.

Several NCR districts still lack ANPR infrastructure, weakening coordination across state borders.

The directive could lead to cross-border fuel purchases, encouraging black market fuel sales and defeating the policy’s purpose.

Sirsa emphasized that without region-wide enforcement and coordination, partial implementation in Delhi alone could be counterproductive. He assured that the government is actively working on a new, more sustainable system to regulate old vehicles while ensuring that residents are not unfairly penalized.
