Congress Pushes for OBC, Dalit, Adivasi Quotas in Private Education; Demands Immediate Caste Census and Data-Based Welfare

New Delhi: In a significant political development, the Congress Working Committee (CWC) has passed a resolution demanding the immediate implementation of Clause 5 of Article 15 of the Indian Constitution to enable reservations for Other Backward Classes (OBCs), Dalits, and Adivasis in private educational institutions.

The resolution underlines the need for updated caste data to reform and strengthen India’s reservation system. “A transparent, time-bound process, including immediate Parliamentary debate and full budgetary allocation. A participatory and inclusive approach in designing the questionnaire, enumeration, classification, and data publication,” the resolution stated, highlighting the urgency and detail with which the Congress envisions the caste census.

The Congress has also directed all Pradesh Congress Committees to aggressively raise these demands during the ‘Samvidhan Bachao Rallies’, to be held across all states till May 30. These rallies are part of the party’s action plan to build public momentum and put pressure on the central government.

Among the key demands, the Congress called for:

Immediate implementation of Clause 5 of Article 15 to allow reservations in private educational institutions.

Immediate initiation of a nationwide caste census, avoiding delays or bureaucratic excuses.

Use of updated caste data to revise policies on reservation, education, employment, and targeted welfare.

The CWC also accused the BJP-led central government of dragging its feet on the caste census, even after publicly conceding to the demand. “This exercise must not be delayed. All political parties must be taken into full confidence. Parliament must immediately have a debate on this issue. The government must immediately allocate the necessary funds and announce a clear timeline for every stage of the census, from the preparation of the questionnaire and methodology to the actual enumeration, classification, and eventual publication of the data,” read the resolution.

Notably, the Congress resolution urged the Union Government to emulate the Telangana model of caste enumeration, which it said could serve as a viable framework for the rest of the country.
