New Delhi: The Joint Parliamentary Committee (JPC) on the Waqf (Amendment) Bill, 2024, tabled its report in the Rajya Sabha on Thursday amid strong protests from Opposition members. The report, which incorporates 25 amendments across 14 clauses, was presented after six months of nationwide consultations.
JPC Chairman and BJP MP Jagadambika Pal emphasized that the committee extensively toured the country before finalizing the amendments. “To have a detailed discussion and deliberation, the JPC was formed six months ago. In the last six months, we have prepared a report after touring the whole nation. We have adopted 25 amendments in 14 clauses,” he stated.
Addressing concerns raised by some JPC members, Pal clarified that dissenting notes from Opposition members had been included in the report’s appendix. “Some members of the JPC had a complaint that they were not listened to. After the adoption of the report, we asked them to submit a note of dissent. We have also attached the note of dissent to the appendix of the report. We will also present the records of the stakeholders today,” he added.
The report was earlier submitted to Lok Sabha Speaker Om Birla on January 30, 2025. In the Rajya Sabha, the report was tabled by BJP MPs Medha Vishram Kulkarni and Gulam Ali. Opposition leaders, including Trinamool Congress MPs Kalyan Banerjee and Md Nadimul Haque, protested against the “expunction of key portions” of their dissent notes from the report.
The Waqf (Amendment) Bill, 2024, aims to reform the Waqf Act of 1995, which has faced criticism over mismanagement, corruption, and encroachments. Key amendments include digitization of Waqf properties, stricter audits, increased transparency, and legal mechanisms to reclaim illegally occupied land.
Despite the protests, the JPC report marks a significant step toward overhauling Waqf property management in India. The bill is now expected to be debated further in both Houses of Parliament.
