Dharavi Redevelopment Project: Transforming Lives Beyond Housing
Mumbai: Imagine stepping into a brand-new home, surrounded by modern infrastructure and amenities, with no maintenance worries for the next 10 years. This is the promise of the Dharavi Redevelopment Project (DRP) — an initiative designed to provide not just homes but a financially sustainable future for its residents.
What sets the Dharavi Redevelopment Project apart is its zero financial burden on residents. The state government has committed to providing free housing for eligible Dharavi residents, while those who are ineligible will benefit from affordable housing options under the Pradhan Mantri Awas Yojana (PMAY) or through a hire-purchase scheme. The focus is to ensure maximum affordability and accessibility.
To further ease the transition, residents will not have to pay electromechanical maintenance charges for the first 10 years. During this period, the developer will manage all maintenance responsibilities. Additionally, 10% of the built-up area in the rehabilitation component will be reserved for commercial spaces, generating revenue to cover long-term upkeep.
In India, cooperative societies typically impose maintenance charges to manage common areas and infrastructure, including in MHADA buildings. Dharavi’s residents, however, will enjoy minimal to no maintenance costs. The initial 10 years of free maintenance will be supplemented by ongoing revenue from commercial property leases, ensuring societies remain self-sustaining. A statutory corpus fund per tenement will also be deposited by the developer with the appropriate authority, providing additional financial security.
“This innovative model ensures that Dharavikars not only receive better housing but also experience worry-free living in sustainable, modern communities,” said a DRP-SRA official.
Residents will benefit from 24/7 water and electricity supply, private toilets, and dedicated kitchens, significantly improving their quality of life. Those who settled in Dharavi before 2000 will receive 350 sq ft homes — 17% larger than the standard 300 sq ft units typically provided under other slum rehabilitation projects.
The project’s impact extends beyond Dharavi. Residents who do not qualify for housing within the redeveloped area will be resettled across land parcels in the Mumbai Metropolitan Region (MMR). These new townships will feature schools, hospitals, shopping centres, and essential services, elevating the standard of living not just for resettled Dharavikars but for neighbouring communities as well.
The 2022 tender for the Dharavi Redevelopment Project addresses the shortcomings of previous initiatives by emphasizing financial and infrastructural sustainability. The tender also includes provisions for upper-floor residents, who are often excluded from traditional slum rehabilitation schemes.
