What should Maharashtra look like in the centenary year of India’s independence in 2047? To answer this, the state government has recently approved a grand and highly ambitious blueprint titled “Vikasit Maharashtra 2047”. This is not merely a plan to become a $5 trillion economy; its core objective is to raise the standard of living of every common citizen in Maharashtra and bring a fundamental transformation in their life.

This is not just a government document. It has been prepared based on a state-wide survey and feedback from more than four lakh citizens. Therefore, it can truly be called a people-centric roadmap for a prosperous future.

Overview of “Vikasit Maharashtra 2047”: Goals and Phases

“Vikasit Maharashtra 2047” is not merely a scheme, but a mega-vision setting the direction of development for the next two decades. It aligns with the Union Government’s national campaign “Vikasit Bharat @2047”.

Key targets and phases are as follows:

Main Goal:
The final goal approved for this plan is to make Maharashtra a $5 trillion economy by 2047. As the first milestone, the target is to reach a $1 trillion economy by 2027.

Annual Growth Requirement:
To achieve this, Maharashtra must grow at over 12% annually.

Three-Phase Implementation:

  1. Short-term: until 2029-30
  2. Medium-term: until 2035-36 (Maharashtra@75)
  3. Long-term: until 2047-48 (India@100)

These economic targets will directly impact employment generation and household income across the state.

From Farms to Factories: A Major Boost for Jobs

A good life is built on stable income. The plan places special focus on large-scale job creation across sectors, benefiting farmers, youth and working-class citizens.

For Farmers: Higher Income & Climate Protection

Key measures for agricultural growth:

  1. Increase Farmer Income:
    Integrated value chains for 10-15 major high-value crops will be established — covering everything from seeds to market. FPOs (Farmer Producer Organisations) will be strengthened. This will help farmers get better prices and stable income.
  2. Prosperity from Fisheries:
    Marine and inland fish production will be increased 10-fold to 6 million tonnes, benefiting fishing communities.
  3. Climate-Resilient Agriculture:
    Farming techniques that withstand climate change will be promoted, reducing risk and increasing security for farmers.

For the Youth: Millions of Career Opportunities

Massive investment will be made in industrial and service sectors to create high-quality jobs.

A key focus will be Global Capability Centers (GCCs) — technology and knowledge hubs of top multinational companies. These centers will bring global career opportunities to Maharashtra.

  • Annual job creation target: 10 to 12 lakh jobs
  • Industrial townships: More than 20 autonomous industrial townships
  • MSMEs: Significant support to strengthen local industries and decentralize jobs

Mumbai region will be developed as a global fintech hub, and the Mumbai-Pune belt as a media-tech hub.

Through GCCs alone, more than 30 lakh high-skill jobs will be created, providing world-class opportunities to educated youth.

Urban & Rural Transformation

This plan is not limited to economic growth; it aims to improve daily life in cities and villages and reduce the urban-rural divide through world-class infrastructure.

For Cities

  • Slum-free cities & affordable housing for all families
  • Metro networks:
    • MMR metro network to exceed 500 km
    • 1,100+ km metro lines in eight major urban centers
      This means less traffic time and more family time.
  • Better lifestyle:
    • Raise per capita urban income to $39,000
    • Rank three Maharashtra cities among the world’s top 50 most livable cities

For Villages & Tier-2/3 Cities

  • Connectivity boost:
    Approval for new broad-gauge railway lines such as Solapur–Tuljapur–Dharashiv, enhancing movement and local economy.
  • Industrial clusters:
    • Defence production hub in Nagpur
    • EV manufacturing cluster in Chhatrapati Sambhajinagar

These clusters will be linked with the GCC policy to create not only manufacturing jobs but also high-skill service jobs — reducing migration pressure on Mumbai and Pune.

Secure Future for Every Household

True development means world-class education for children, quality healthcare for all, and a safe society.

Education for the Next Generation

  • 100% school enrollment by 2047 (up from present 41%)
  • Near-zero school dropout rate
  • Smart schools, AI-based learning, coding, digital literacy

This will prepare students not just for exams, but for future jobs.

Healthcare & Longevity

  • Reduce premature deaths by one-third
  • Increase life expectancy from 74 to 85 years

Women Empowerment

  • Increase women’s workforce participation from 44% to over 80%

Safety & Justice

  • Reduce police response time from 10 minutes to under 4 minutes
  • Increase conviction rate from 15% to 95%

Implementation Mechanism: From Vision to Reality

To ensure this plan doesn’t remain just a dream, a robust administrative mechanism has been set up.

Vision Management Unit (VMU) will be formed under Chief Minister Devendra Fadnavis.
It will review progress every three months.
Every department must prepare detailed action plans and follow transparent monitoring.
