New Delhi: The Supreme Court on Wednesday questioned local authorities on their failure to implement Animal Birth Control (ABC) rules, highlighting the ongoing conflict between humans and stray animals in the Delhi-NCR region.
During the hearing, the bench observed that the current issues with stray dogs arise primarily from inaction by authorities. “Rules and laws are framed by the Parliament, but they are not followed. Local authorities are not doing what they should be doing,” the court remarked.
The bench further pointed out the dual impact of the situation, stating, “On the one hand, humans are suffering, and on the other hand, animals are suffering, and animal lovers are here.”
The hearing comes in response to a plea seeking an interim stay on the Supreme Court’s August 11 order, which directed that stray dogs in the Delhi-NCR area be shifted to shelter homes.
After hearing arguments from all parties, the Supreme Court reserved its order, leaving stakeholders awaiting a decision on the future of stray dog management in the capital region.
