Big Relief for Delhi: 50 Lakh Residents to Get Ownership Rights as Colonies Legalised

In a major announcement, Delhi Chief Minister Rekha Gupta said that lakhs of people living in unauthorised colonies will now get legal ownership rights. The move is expected to benefit nearly 50 lakh residents across around 10 lakh families.

She highlighted that the earlier PM-UDAY scheme launched in 2019 had already provided ownership transfer and mortgage rights, with around 40,000 conveyance deeds issued so far. However, technical hurdles—especially related to layout plan approvals—had slowed down the process.

No Layout Approval Needed Now

In a major policy shift, the government has decided to remove the requirement of layout plan approvals for regularisation. A total of 1,531 unauthorised colonies will now be legalised under the simplified system.

Rekha Gupta said, “A big step has been taken with the support of the Prime Minister and the Urban Ministry to speed up the process and remove technical barriers.”

All plots and buildings in these colonies will now be treated as residential, making it easier for residents to get legal documents.

Faster Process with Strict Timeline

The government has introduced a time-bound system to ensure faster approvals. Responsibility has now been given to the Revenue Department, with ADM-level officers acting as single-point authorities.

Under the new timeline:

  • DDA-GIS survey will be completed within 7 days
  • Deficiencies will be resolved within 15 days
  • Conveyance deeds will be issued within 45 days

Joint surveys will be conducted by revenue officials to speed up the verification process.

Which Colonies Are Included and Excluded?

Out of 1,731 unauthorised colonies in Delhi, 511 colonies are being regularised immediately. However, some areas have been excluded from the scheme.

Colonies located in restricted zones such as ridge areas, ozone-sensitive regions, or near protected monuments will not be regularised.

The Municipal Corporation of Delhi (MCD) will issue authorisation certificates for approved colonies.

Who Will Benefit from This Scheme?

Around 50 lakh residents living in unauthorised colonies will benefit. Nearly 10 lakh families will now be able to get legal ownership rights and property documents.

What Has Changed in the New Policy?

The biggest change is that layout plan approval is no longer required. The process is faster, with fixed timelines and single अधिकारी approval, making it easier to get ownership documents.
