Maharashtra Budget 2026–27: Educity Near Navi Mumbai Airport, Startup Fund and Skill Initiatives Announced

Mumbai: The Maharashtra Budget 2026–27 outlines several initiatives in education, skill development and entrepreneurship, with the government announcing plans for an international education hub, student innovation programmes and financial support for startups.

Presenting the Budget in the Legislative Assembly, Chief Minister Devendra Fadnavis said the government aims to strengthen higher education and skill development systems to ensure that young people are equipped with industry-relevant knowledge and employment opportunities.

One of the major announcements is the development of India’s first international-standard “Educity” near the Navi Mumbai International Airport. The government said memorandums of understanding have been signed with six international universities from the United States, United Kingdom, Australia and Italy, and academic programmes are expected to begin this year.

The Budget also includes the establishment of the Dr. Panjabrao Deshmukh Educational Complex in Amravati, which will bring together various offices of the state education department in one integrated facility.

To encourage scientific learning among students, the government has expanded incentives for participants in the State-Level Science Exhibition and announced the Mukhyamantri Vidnyan Vari initiative, under which selected students will be given opportunities to visit institutions such as ISRO and NASA to develop interest in science and technology.

In the skill development sector, the government announced the implementation of the Development of Applied Knowledge and Skills for Human Development (DAKSH) project with support from the World Bank.

Under this programme, a new institution called MAHIMA (Maharashtra Agency for Holistic International Mobility and Advancement) will be established to provide language training, skill development and financial guidance for youth seeking employment opportunities abroad.

The government also plans to set up 36 Nav-Disha Centres across the state to strengthen career counselling services and create a structured system for guidance and skill development.

The Budget highlighted Maharashtra’s growing startup ecosystem, noting that the state currently ranks among the leading startup hubs in the country.

To support entrepreneurship, the government has announced the creation of a Chief Minister Entrepreneurship Mega Fund, which will provide financial assistance to promising startups.

Under this initiative, 50 innovative startups will be selected, and government departments will be allowed to issue work orders of up to ₹25 lakh without a tender process to implement innovative projects.

The government also announced the BIRSA (Bharat Innovation, Research, Startups for Aatmanirbharta) scheme, which aims to promote entrepreneurship among tribal youth and support them in establishing businesses and industrial ventures.

According to the government, these initiatives are intended to strengthen Maharashtra’s education ecosystem, promote innovation and entrepreneurship, and improve employment opportunities for the state’s youth.
