Delhi: The Lok Sabha on Thursday passed the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill, 2025, paving the way for a major overhaul of India’s rural employment framework. The Bill was approved amid loud protests from Opposition parties, following which the House was adjourned till 11 am the next day.
Introduced earlier this week by Union Agriculture Minister Shivraj Singh Chouhan, the legislation seeks to replace the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005, a flagship programme launched during the Congress-led UPA government. With its passage in the Lok Sabha, the Bill will now be taken up for discussion in the Rajya Sabha. Once cleared by the Upper House and approved by President Droupadi Murmu, the new law will be formally notified by the Centre.
The government has positioned the VB–G RAM G Bill as a forward-looking reform aligned with the national goal of Viksit Bharat 2047. Unlike MGNREGA, which guarantees 100 days of wage employment per year to rural households, the new framework promises a statutory assurance of 125 days of wage employment in every financial year to willing adult members of rural families engaged in unskilled manual work.
According to the Centre, the proposed law focuses on strengthening rural livelihoods through a broader development approach that integrates employment generation with infrastructure creation. The Bill emphasises empowerment, economic growth, convergence of schemes, and saturation of benefits, with public works expected to contribute to a unified national rural infrastructure system.
However, the Opposition has strongly criticised the move, accusing the government of undermining the legacy of Mahatma Gandhi by removing his name from the rural employment law. Opposition leaders argued that MGNREGA, enacted in 2005 and expanded nationwide by 2008, played a crucial role in providing income security to rural households during economic distress.
