Seven term senior Bharatiya Janata Party (BJP) Member of the Legislative Assembly (MLA) from Wadala assembly constituency Kalidas Nilkanth Kolambkar was on Tuesday evening sworn-in as the Pro-tem Speaker by Governor Bhagat Singh Koshyari at Raj Bhavan at a simple ceremony. Kolambkar will preside over the membership oath taking ceremony of the newly elected 288 MLAs of the newly constituted 14th Legislative Assembly.
Speaking to News 21.com, former Maharashtra Legislature Secretary Anant Kalse informed that Kolambkar has been sworn-in as the Pro-tem Speaker of the Legislative Assembly and his role will be restricted only to administer oath of membership to the newly elected 288 MLAs of the 14th Legislative Assembly. He further clarified that there will not be any floor test or trust vote taken up as Chief Minister Devendra Fadnavis has tendered his resignation.
The Supreme Court of India (SC) interim order regarding the floor test has now become infructuous as it was meant for BJPs Chief Minister Devendra Fadnavis to prove his governments majority. Since he has resigned there will not be any floor test or trust vote, added Anant Kalse.
However, in order to make future process of allowing the new MLAs to start availing the perks of their membership, recognizing the legislature party leaders of respective political parties so that the Maha Vikas Aghadi can stake claim to form the next government. Kalse further added that after the leaders of Maha Vikas Aghadi stake claim to form the government, the Governor will give them a date to prove their majority on the floor of the house. The election of a new Speaker of the lower house will take place when the full session of the legislature will be convened later by the new Maha Vikas Aghadi.
