Sacramento: Harpreet Singh, also known as Happy Passia, was arrested by the Federal Bureau of Investigation (FBI) and Enforcement and Removal Operations (ERO) in Sacramento. The FBI revealed that Passia, a wanted gangster-turned-terrorist linked to two international terrorist groups, had entered the United States illegally and used burner phones to evade capture.
In a post on X (formerly Twitter), the FBI Sacramento confirmed the arrest, stating, “Today, Harpreet Singh, an alleged terrorist responsible for terror attacks in Punjab, India, was arrested by the FBI and ERO in Sacramento. Linked to two international terrorist groups, he entered the U.S. illegally and used burner phones to evade capture.”
The arrest followed a months-long investigation by the National Investigation Agency (NIA) and Punjab Police, who had previously identified Passia’s hiding location in the U.S. Authorities had issued a lookout notice and sent legal notices to his residence. With his detention, Interpol’s assistance may be sought to extradite him to India for trial.
Passia, a native of Ajnala tehsil in Amritsar, Punjab, has been declared an absconder in a case registered on October 1, 2024, and is wanted in 17 criminal cases, including terrorism-related charges under the Unlawful Activities (Prevention) Act (UAPA), the Narcotics Act, and the Arms Act.
He is reportedly connected to Harvinder Singh Sandhu, alias Rinda, a Pakistan-based gangster-turned-terrorist, and has ties with Pakistan’s Inter-Services Intelligence (ISI) and the banned Khalistani terrorist group Babbar Khalsa International (BKI).
In addition, the NIA recently announced a bounty of Rs 5 lakh for information leading to Passia’s capture in connection with a grenade attack in Chandigarh. The attack, which targeted a residence in Sector 10/D, Chandigarh, is being investigated under multiple charges, including the UAPA, Explosive Substances Act, and the Indian Penal Code.
