ECI Enhances Field Preparedness with Two-Day Training for Electoral Officers at IIIDEM

New Delhi: Chief Election Commissioner of India, Shri Gyanesh Kumar, today inaugurated a two-day capacity-building training programme for Electoral Registration Officers (EROs) and Booth Level Officers (BLOs) at the India International Institute of Democracy and Election Management (IIIDEM), New Delhi. The training includes participants from Bihar, Haryana, NCT of Delhi, and Uttar Pradesh and is part of the Election Commission of India’s preparations for the upcoming General Elections to the Legislative Assemblies. A total of 369 grassroots-level election officials are attending the programme.

In his inaugural address, the CEC emphasized the critical role of BLOs, EROs, and Booth Level Agents (BLAs) in maintaining accurate and updated electoral rolls. He stressed that their work must strictly adhere to the Representation of the People Act, 1950, the Registration of Electors Rules, 1960, and directions issued by the ECI. Earlier this month, over 280 BLAs from 10 recognised political parties in Bihar were also trained at IIIDEM.

The training programme is designed to enhance practical understanding of voter registration, form handling, and field-level implementation of electoral procedures. Participants are also receiving hands-on training on the use of Electronic Voting Machines (EVMs), Voter Verifiable Paper Audit Trails (VVPATs), the Voter Helpline App (VHA), and the BLO App.

Officials are being familiarised with the process of filing first and second appeals against final electoral rolls under Section 24 of the RP Act, 1950. Notably, no appeals were filed from the participating states following the Special Summary Revision conducted from 6th to 10th January 2025.

The curriculum includes interactive sessions, case studies, role plays simulating house-to-house verification, and exercises on filling Forms 6, 6A, 7, and 8. National Level Master Trainers (NLMTs) and expert resource persons from the Commission’s IT and EVM Divisions are leading the sessions, with a focus on addressing and preventing common field-level errors.
