New Delhi: In a significant policy shift, the Centre has announced that non-governmental organisations (NGOs) involved in publication-related activities and receiving foreign contributions will no longer be allowed to publish newsletters or news content unless they obtain a certificate from the Registrar of Newspapers for India (RNI). The move is part of an amendment to the rules under the Foreign Contribution Regulation Act (FCRA).
A notification issued by the Ministry of Home Affairs (MHA) stated that NGOs seeking registration under the FCRA must now submit an undertaking declaring compliance with the Good Practice Guidelines of the Financial Action Task Force (FATF), the global watchdog for combating money laundering and terror financing.
According to the new rules, any NGO engaged in publishing-related activities must now get a declaration from the RNI certifying that it does not circulate any news content. This condition is mandatory for organisations applying for fresh registration or renewal under the FCRA.
The MHA further stated that organisations seeking registration must submit audited financial statements and audit reports for the last three financial years. These must include a statement of assets and liabilities, income and expenditure accounts, and receipts and payments account.
Additionally, if the financial documents do not reflect activity-wise expenditure, a certificate from a chartered accountant must be enclosed. This certificate should detail the activity-wise amount spent by the association over the last three years, duly reconciled with the submitted financial records.
