Shiv Sena (UBT) MP Arvind Sawant has raised serious concerns over the implementation timeline of women’s reservation, stating that procedural delays linked to the census could make its rollout before 2029 impractical.
Timeline Linked to Census and Delimitation
Speaking in Mumbai, Sawant explained that the implementation of the reservation law depends on the completion of the national census and subsequent delimitation process.
“When you talk about reservation for women, the law to provide reservation to women has already been passed. A census is necessary. The 2026 census will take place, and after its work is completed, the census will be available by 2028. If it has to be implemented in 2029, it won’t be possible to implement it,” he said.
BJP’s Intent Questioned
He also criticised the Bharatiya Janata Party, alleging that the timing of the law’s passage was politically motivated.
“They thought that there are elections in five states, so let’s pass it. They are defying the elections. Will such laws be passed?” Sawant remarked.
Appeal to Women Voters
Addressing the public, Sawant urged women to carefully evaluate the issue and understand the implications behind the delay.
“I request the women to try to understand this,” he said.
Debate Continues Nationwide
The women’s reservation issue continues to trigger political debate across the country, with discussions focusing not only on the legislation but also on its practical implementation timeline.

Arvind Sawant said that implementation of women’s reservation before 2029 is unlikely due to delays in census and delimitation.
