IHRO welcomes J&K Govt move to scrap recruitment rules SRO 202, demands regularization of daily wagers

Srinagar: Sushil Singh Charak Secretary of International Human Rights Organisation (IHRO) on Tuesday welcomed the government decision on scrapping the anti-youth SRO-202 in Jammu and Kashmir. At the same time he urged the government that regularisation of daily wagers should also be prioritised in the same manner. 

Sushil Singh Charak said that the government besides scrapping the SRO 202 should also provide opportunities of livelihood to the day wagers who are working on meager wages in different departments of Jammu and Kashmir for decades. “The hardships of these people cannot be ignored by the government. Their sufferings have to be kept in consideration and cannot be left in lurch. It is high time that their services should be regularised on priority,” said Sushil Singh Charak. 

He said that under the SRO 202, during the period of first five years, the government appointee was entitled to the minimum of scale of pay along with the grade pay applicable to the post against which he is appointed. And further, every appointee after completion of five years period on probation shall be entitled to fixation of pay in the time-scale of pay applicable to the post against which he was appointed.

Sushil Singh Charak said that now when the SRO is scrapped, it is high time that the government takes a holistic view on regularising the services of daily wagers in Jammu and Kashmir.

SRO 202 was set of recruitment rules issued by then PDP-BJP led Jammu and Kashmir government on June 30, 2015. The service rules fixed five year probation period for new appointees. Since its implementation it has been facing opposition from both government employees as well as the educated youth in J&K. The rules were also called as special recruitment rules of 2015.
